- Amendment 2 The Broadcasting Board of Governors (BBG) hereby issues a solicitation to procure the services of a qualified Contractor to provide Diversity Training to Federal Government employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals ARE being requested at this time. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430, and the action is set-aside for Small Business Contractors. A list of the line item numbers(s), and description of the requested services and acceptance criteria are outlined in the attached RFP/Statement of Work document. Contractors must comply with the following commercial item terms and conditions, which are incorporated herein by reference and as outlined in the attached: *FAR 52.212-1, Instructions to Offerors - Commercial Items (Altered); *FAR 52.212-2, Evaluation -- Commercial Items (Altered); *FAR 52.212-3 Offeror Representations and Certifications - Commercial Items; *FAR 52.212-4, Contract Terms and Conditions - Commercial Items; *FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the selected clauses in paragraph (b). The Trade-Off/Best Value source selection process will be used to evaluate proposal(s). Details of the specific evaluation criteria can be found in the corresponding standard provision of the attached solicitation. All prospective Contractors are required to be registered in the System for Award Management (SAM) before award as required by Federal Acquisition Regulation (FAR) 4.1102. Information on registering may be obtained by accessing the SAM website at www.sam.gov.
