Description
SCOPE OF WORK: The contractor shall provide all material, labor, equipment, and supervision required to accomplish the following: Remove vegetation that is encroaching electrical distribution right of way. General description “ The contractor shall remove all vegetation that is encroaching or in the utility R-O-W and establish utility R-O-W distances to base standards. Detailed requirements and specifications “ The contractor shall Side trim and establish R-O-W clearances for +/- 44 miles of the electrical distribution system on Marine Corps base Camp Lejeune in the areas listed with the attached maps. Electrical distribution utility R-O-W, excluding housing areas, shall be a minimum of 30ft on each side of the utility pole line, establishing a total R-O-W width of 60ft. Utility R-O-W ™s in housing areas shall be a minimum of 15 ™ on each side of pole line for a total R-O-W width of 30 ™. R-O-W ™s shall be cleared of limbs, trees and vegetation from earth to sky. R-O-W ™s shall be cut clear to within 3inches of earth and ensure there are no mowing conflicts. When the existing R-O-W is more than 60ft the R-O-W shall be side trimmed from earth to sky to maintain the existing distance. Support guys and other equipment that stretch out of the utility ™s R-O-W shall be cleared to maintain 10ft of clearance in all directions and from earth to sky. R-O-W tree trimming and clearing shall be performed on single phase, three phase, and insulated and open wire secondary electrical conductors. All tree trimming shall adhere as best possible to ANSI A300 pruning standards as related to utility line clearance operations. Stubs shall be minimized while not trimming too far outside the easement area of the R-O-W. Re-topped trees will have as many crow ™s feet removed as possible. All trimming shall be done with chain saws, hydraulic chain pole saws, pruners, hand saws or industry standard equipment. Brush removal: oAll brush shall be removed from within the full R-O-W width. Exception: ornamental brush within yard areas. oAll R-O-W clearing shall be as close to ground as topography and soil will allow, with a maximum remaining height of 3 inches for brush, stubs, and stumps. oVines growing on poles, guy wires, and equipment shall be removed and cut off at ground level Side trimming: o Canopy trees along the edge of the R-O-W shall be trimmed vertically from the earth to sky. The size and height of limbs removed has no bearing on this requirement. Tree removal: oTrees inside the R-O-W shall be removed. Dead, damaged, or leaning trees within 80 feet of pole center line on primary lines or within falling distance of conductors which pose an imminent threat of falling naturally directly into conductors, attachments, poles or guy wires shall be removed. R-O-W accessibility and debris oR-O-W shall be cleared of debris for accessibility and rut free in housing areas and lawns. oR-O-W shall be left in same state or better then when work is performed. oAll limbs, chips and debris shall be disposed of and not left on site Danger tree, a tree that is an imminent danger to the utility system, structures, and pathways; shall be cleared and removed complete. Danger trees to include dead, dying, leaning, and damaged trees. Trees that are suspected to be historical, for aesthetics, or home to protected wildlife shall not be removed but may be trimmed to obtain proper clearance form conductors. Questionable trees shall be discussed with the contracting official. Areas considered to be wet lands shall have the R-O-W maintained in such a manner not to disturbed wildlife, natural flow of water, or negatively impact the environment. Hand cutting or specialized equipment may be required to perform work in wet or protected areas. The contractor is responsible to obtain any permits or permission to perform work in such areas. Work shall be performed under normal working hours; unless otherwise approved by government. Tree removal may require working around energized conductors. Minimum approach distance to high voltage conductors shall be kept at all times. Outage requests shall be through government representative and approved before entering minimum approach distances. Access to R-O-W and work that will disrupt or block sections of road or traffic flow, shall be approved by government and abide by all DOT / PMO traffic safety rules. Proper safety plans and equipment shall be used at all times on job site. Areas of work around pedestrians shall be zoned off and signed as a construction area to restrict access of unauthorized personal. Site work shall not affect natural drainage or runoff waters. Access to site shall be coordinated through contracting officer when fencing or disturbance of customer personal belongings will be an interference to work.
