Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number F6Z1RG8207AW05 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-83, effective Jul 02, 2015 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20150420 dated 20 April 2015. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This is total Small Business Set Aside. The North American Industrial Classification System Code is 333112 with a size standard of 1500 employees. The Combat Readiness Training Center-Contracting Office, Gulfport, MS intends to issue a contract/purchase order for a Dual-Wing Brush Cutter and a Disc Harrow. The contractor shall provide pricing for both items requested. REQUIREMENT: DUAL-WING BRUSH CUTTER: Shelby East Air to Ground Range (MSCRTC-OPR) is in need of a new 15 ft. dual-wing brush cutter. With the current dual-wing brush cutter we have, the cost of repair would be more than half of a new brush cutter, not including the obsolete repair parts. We need a dual-wing brush cutter that has massive, heavy-duty gearboxes, which allow blade tip speeds of 16,000 fpm. Additionally, the brush cutter would need to have a PTO horsepower of 65-250, 180" cutting width, 4" cutting capacity diameter, a self- leveling swivel clevis hitch, and deck thickness no less than.179". The main driveline should be Cat 5 heavy 3 joint. It should have 21" laminated tires, the shielding should be double chain, and it should have quick -change pins which allow for speedy blade changes in the field. A compatible model would be a WOODS BW1800X 15 ft. dual-wing cutter. DISC HARROW Our current disc harrow is a single point with hydraulic controlled depth settings. We need a new 8' disc harrow that has a category 2 three point quick hitch. The harrow will need to have notched blades (not smooth). This type of disc harrow will allow us to have more uses with fewer long term maintenance costs. Also, the harrow will need to have 20 blades. A compatible model would be a Woods brand DHM96. Both items must be delivered to: Shelby Air to Ground Bomb Range 346 Beaumont Brooklyn Rd. Beaumont, MS 39423 New Equipment only. NO USED OR REMANUFACTURED PRODUCTS WILL BE ACCEPTED WITHOUT APPROVAL. BASIS OF AWARD: A purchase order will be awarded to the responsible offeror whose proposal conforms to the solicitation and considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest Price that meets the Government's need. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote preparation costs. Quotes must be for all items stated partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. Quotes are due no later than 10:00 A.M. CDT, 12 September 2018 to CRTC-BAC, Attn: MSgt Brian Davis, 4715 Hewes Ave., Gulfport, MS 39507-4324. Quotes must be emailed to brian.m.davis22.mil@mail.mil and michael.s.hornbeck.mil@mail.mil for acceptance. SAM is a mandatory requirement for all DoD Government contracts.
