- Document Type: Notice of Intent to Sole Source Solicitation Number: OIG 224947 Posted Date: August 27, 2018 Response Date: August 31, 2018 NAICS Code: 541690 The Health and Human Services Office of Inspector General intends to make a Firm Fixed Price sole source award in the amount of approximately $34,950.00 to acquire necessary expert services from a urologist. The award will be made to: Edward James Wright, M.D. DUNS Number: 081214847 Tax ID: 130-52-2679 In accordance with FAR 6.302-3, "Industrial mobilization; engineering, developmental, or research capability; or expert services". Office of Counsel to the Inspector General (OCIG) seeks to contract with a physician specializing in urology (the "medical expert") to provide expert medical record review, consulting, and possible expert testimony services related to an investigation of and potential litigation against a urologist (the "target provider") under the Civil Monetary Penalties Law, 42 U.S.C. § 1320a-7a. The objective of the contract is to acquire necessary expert services from a urologist (Edward James Wright, M.D.)("contractor") to support an investigation and possible litigation related to the issuance of civil money penalties against or exclusion of a provider who presented or caused to be presented claims for medical or other items or services that the provider knew or should have known were not provided as claimed, or were false or fraudulent, or were not medically necessary. Within the last nine months, OCIG researched physicians specializing in urology and urogynecology in the United States and compiled a list of 15 physicians. OCIG contacted seven physicians from that list and spoke at length with four of them, including Dr. Wright. Dr. Wright was ultimately chosen because (1) he has the requisite medical expertise in urology and urogynecology--the areas at issue in OCIG's investigation--and the target provider whom OCIG is investigating specializes in urology; (2) he has experience with the items and services that are at issue in OCIG's investigation; and (3) his fee estimate appeared reasonable when compared to other physicians OCIG spoke with and previous experts OCIG has hired within the last five years. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within five (5) days after the publication of this synopsis which shall be considered by the agency. Responses received after 5 days or without the required information may not be considered.
