Notice of Intent Status: Open Description of Contract Action: Determination to Solicit from a Single Source File Name: MEMS design and layout software Contact Points: Marc Zurasky, Contract Specialist at marc.zurasky@nist.gov; Aron Krischel, Contracting Officer at aron.krischel@nist.gov This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This is a notice of intent to negotiate a sole source procurement only and is not a request for competitive quotations. However, contractors who want to challenge this sole source must submit an interest letter, as well as a capabilities statement that demonstrates their ability to provide this requirement. The information must demonstrate your organizations' ability to provide the product(s) or service(s) as described within this notice, as well as the associated Specifications Document. All interested organizations must respond to Special Notice and email directly to Marc Zurasky, Contract Specialist, at marc.zurasky@nist.gov, email subject header must include NB647020-18-03497. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. NIST shall not reimburse for any cost(s) connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate on a sole-source basis under the authority of FAR 13.106-1 (b)(1) with Mentor Graphics to acquire MEMS design and layout software suitable for multiple layers (at least 4 layers) with complex geometries (circles, spirals, coils, polygons with odd number of sides, wires, letters and numbers, and combinations of the above) and hierarchies (embedded and nested cells, nested within up to 5 levels of hierarchy). Module for solid model generation, suitable for creating 3D solid models from the 2D layouts, for direct export to commercial ANSYS finite element software (because ANSYS is the FEA software that NIST has). MEMS design only, no very-large-scale-integrated circuit (VLSI) design needed, and no circuit simulation needed. Software on USB / disk required. Hardware key or dongle required so that multiple users can use the software, although only one user at a time. The requirement is assigned a NAICS code of 511210, with a size standard of 38.5M.
