- This is a notice of intent to award a sole source, Firm- Fixed Price (FFP) contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(b)(2) - Only one responsible source and no other supplies or services will satisfy agency requirements, to Business Tele-Communications INC, located at 159 Parana St. San Juan, Puerto Rico. The scope of the requirement is to install, replace, program, test and certify all duct detectors of the Eduards® EST3X fire alarm system currently used at MDC Guaynabo. This duct system was damaged during Hurricane Maria and it's an integral part of the fire safety of the institution. BTC is the only manufacturer approved distributor of this equipment in the island. BTC is the only vendor available to deliver the product within the required timeframe of September 15, 2018 or earlier, and is the only known company at this time, which can provide the FBOP with the technical services required for programing this equipment without voiding the existing warranty of the fire alarm system that is currently in place. The requirement will be awarded by the Federal Bureau of Prisons, at the Metropolitan Detention Center (MDC) Guaynabo, Puerto Rico. The NAICS code for this requirement is 238210. This notice of intent to award a sole source contract is not a request for competitive quotes. A Request for Quote (RFQ) will not be available for this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any firm that believes it can provide the stated service can provide supporting documents demonstrating their capability and specifications within Three (4) days after date of publication of this notice of intent.
