Delineated Area (DA) outlined in red Text of Presolicitation Notice U.S. Government Expressions of Interest Sought General Services Administration (GSA) seeks to lease the following space : State: Ohio City: Columbus Delineated Area: Starting at the intersection of Neil Ave and Vine Street; East on Vine Street to N. High Street; South on N. High Street to W. Nationwide Boulevard; East on W. Nationwide Boulevard to Mt. Vernon Avenue; East on Mt. Vernon Avenue to N. Grant Avenue; S. on Grant Avenue to Whittier Street; West on Whittier Street to S. High Street; North on High Street to Main Street; West on Main Street to 2nd Street; North on 2nd Street to S. Civic Center Drive; North on S. Civic Center Drive to Marconi Boulevard; North on Marconi Boulevard to W. Spring Street; West on W. Spring Street to Neil Avenue; North on Neil Avenue to point of beginning. Minimum Sq. Ft. (ABOA): 17,927 Maximum Sq. Ft. (ABOA): 19,720 Space Type: Office Parking Spaces (Secured): 48 Full Term: 180 Firm Term: 120 Soft Term: 60 Option 1 Term: 0 Option 2 Term: 0 Additional Requirements: The Government (Gov’t) shall have access to the space 24 hours a day, 7 days a week, and 365 days a year. Existing Federal or commercially leased buildings which meet Gov’t requirements are preferred. Contiguous space on a single floor or adjoining floors (including stacked space) is preferred. Offered space must meet Government requirements for life safety, accessibility, seismic, and sustainability standards per the terms of the lease. A fully serviced lease is required. Offered space shall not be in a 100 year flood plain. The Gov’t shall have the right to relocate exterior penetrations for security concerns. Due to security and safety of employees and Gov’t operations, the following criteria eliminates commercial space from consideration for new office space: 1. Proposed office space is on the first floor or below the first floor of the building. 2. Proposed office space is on the top floor of the building and rooftop access is within the space. 3. Proposed office space has public parking underneath or within the building. 4. Proposed office space is inside a shopping mall or shopping center. 5. Proposed building houses day care facilities, abortion clinics, mental health clinics, or drug rehabilitation clinics, immigration, probations, public defenders, and/or social services (including but not limited to: Social Security Administration (SSA) and Department of Health and Human Services (HHS)) within the building. 6. Proposed building has metered or public parking directly in front, behind, or next to the building. 7. Proposed building will not or cannot accommodate secured parking for TENANT official vehicles at this facility. 8. Proposed building is within 1,000 feet of residential areas, places of worship, schools, hospitals, prisons, abortion clinics, mental health clinics, drug rehabilitation clinics and/or day care facilities. 9. Proposed office space is located in a high crime area or an area that will necessitate more extensive and stringent building security than a generally progressive and alert neighborhood with a low crime rate. The Gov’t will consider alternate space only if economically advantageous to the Gov’t. In determining whether relocation will be economically advantageous, the Gov’t will consider cost factors including, but not limited to, the total cost of the physical move, including telecommunications equipment and LAN systems, office furniture, security system and telephone system.
