Description
This is a synopsis for Contractor-Owned, Contractor-Operated fuel storage facilities and fuel management services required to receive, store, protect and ship two grades of U.S. Government owned petroleum products (commercial Jet A and military grade JP5) from a location in the San Francisco Bay Area of California. Receipt Requirements - Receipt via tanker/barge and commercial/refinery pipeline system is required. Shipping Requirements - Shipping via tanker/barge, the Santa Fe Pacific Pipeline (SFPP) and tank truck is required. A sources sought notice was previously publicized for this requirement. The resultant contract will include a four-year base period of performance from March 7, 2019 to March 6, 2023 and a five-year option period of performance from March 6, 2023 to March 4, 2028. The resultant contract will also include an extension not to exceed six months. Approximately 546,000 barrels (fill capacity) of storage for Jet A and 502,000 barrels (fill capacity) of storage for JP5 is required with a minimum of two tanks per fuel grade interconnected and isolated from other facilities and products handled within the storage facility is required. All storage must be available upon award at a single facility. Jet A additive injection capability is required for outbound tank truck, and tanker/barge shipments as grade JAA (Jet A with additives). The U.S. Government will be entitled to an estimated 525,000 barrels of total throughput for each twelve-month contract period. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars in annual receipts. The Government anticipates awarding a firm fixed-price contract. The Procurement will utilize full and open competition in accordance with FAR 6.1. The solicitation will be posted on or after September 2018 and the Request for Proposal (RFP) will close approximately 45 days later. The solicitation will be published electronically on the Federal Business Opportunities website www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). This is not a RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
