- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-100 (effective 8/24/18). Paper copies of this solicitation will not be issued and telephone requests, email requests, or fax requests for the solicitation will not be accepted. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. This solicitation is a Request for Quotations, numbered as 140P8318Q0098. The NAICS code is 561730, Landscaping Services (includes tree planting) with an associated small business size standard of $7.5 million. This solicitation is for a service (not construction), is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor/vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION. The National Park Service has a requirement for The work to be performed under this contract is planting 8,500 Western redcedar and 14,450 Sitka spruce seedlings (22,950 trees total) across 425 acres of recently thinned forest stands. These stands are overstocked Douglas fir, western hemlock, and Sitka spruce stands that Lewis and Clark National Historical Park has been working to restore to diverse, native, natural forest. Project work will consist of planting tree seedlings into areas that were thinned from 2012 - 2017. Thinning consisted of leaving felled trees in place to decompose, and lopping and scattering branches. Additionally, numerous 1/4-1/2 acre "gaps" per acre were cut, wherein all trees within a flagged circle were dropped and left in place. Tree planting will occur across a spectrum of these lightly to heavily thinned areas. NOTE: This description does not contain all of the information included in the project Scope of Work. Quoters shall refer to Attachment no. 3, Scope of Work, as well as review all other attachments that comprise the complete solicitation package. ATTACHMENTS TO THIS SOLICITATION. The complete solicitation package (standard forms and all associated attachments) is available in the Federal Business Opportunities ("FedBizOpps") website, searching by Solicitation number 140P8318Q0098. Once in the synopsis page, look to the right-hand menu for attachments or scroll to bottom. Attachments are as follows: (1) Attachment 1 - Combined Synopsis/Solicitation Full Text; (2) Attachment 2 - DOL Wage 770078 Clatsop County; and (3) Attachment 3 - Scope of Work. PERFORMANCE PERIOD. Field work for tree planting will begin between February, 1, 2019 and March 15, 2019, and completion is 60 days thereafter. Actual start date between Feb 1st and March 15th will be by mutual agreement with the appointed Contracting Officer's Representative (COR). SITE VISIT. An organized site visit is scheduled to occur on Thursday, September 6, 2018. Meet at Fort Clatsop Visitor Center, 92343 Fort Clatsop Road, Astoria, OR 97103. Plan to drive your own vehicle during the site visit. Plan for at least one hour, and pack own water, sunscreen, other gear as necessary to conduct a field site visit, off-road walking. RSVP your attendance at least 24 hours in advance, by sending confirmation email to Carla Cole, Natural Resources Program Manager, cell phone 971-235-3347, office phone 503-861-4443, and email Carla_Cole@nps.gov. In the email to Carla, please provide your company name and a point of contact name for who is attending, including a cell phone number. The Contracting Officer will not be present at the site visit. Questions specific to field conditions where site walk will be occurring shall be directed to Carla by phone or email. QUESTIONS REGARDING THIS SOLICITATION must be submitted in writing via email (phone or fax questions will not be accepted). Final questions shall be submitted by 3pm (PST) on Wednesday, September 12, 2018. WHEN TO SUBMIT QUOTE (RESPONSE DATE): Quote shall be submitted by 5pm (PST) on Sunday, September 16, 2018. It is unusual that the Government has allowed through the weekend to submit quotes in response to this solicitation. It's allowed to provide quoters a few extra day in preparation and submittal of quotes, since this solicitation is being made available near the end of the Government's fiscal year period.
