- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 15B61718Q00000010 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. The associated North American Industrial Classification System (NAICS) code for this procurement is 311513 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-08-30 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Lompoc, CA 93436 The DOJ BOP Field Acquisition Office requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Cheese, Sliced, American (Real Cheese, Not Imitation), As specified in the Code of Federal Regulations, TITLE 21, CHAPTER I, SUBCHAPTER B, PART 133 -- CHEESES AND RELATED CHEESE PRODUCTS, Subpart B, 133.173, Pasteurized Process Cheese. Each of the ingredients used in the food shall be declared on the label. Manufacturer s letters will NOT be accepted in lieu of labeling. Packaging: 30 lb to 40 lb case., 10000, LB; LI 002: Cheese, Cheddar, SHREDDED ONLY. U.S. Grade AA or A. Cheddar cheese is cheese made by the cheddaring process or by another procedure which produces a finished cheese having the same physical and chemical properties as the cheese produced by the cheddar process and is made from cow's milk with or without the addition of coloring matter and with common salt, contains not more than 39 percent of moisture, and in the water-free substance, contains not less than 50 percent of milk fat and conforms to the provisions of 19.500, Definitions and Standards of Identity for Cheese and Cheese Products. Food and Drug Administration (21 CFR 19.500). Manufacturer s letters will NOT be accepted in lieu of labeling. Packaging: 30 lb to 40 lb case., 10000, LB; LI 003: Cheese, Mozzarella, SHREDDED ONLY (coarse). Low-moisture Mozzarella, Part-skim Mozzarella, Low-moisture Part-skim Mozzarella, and Lite Mozzarella. As specified in the USDA Quality Specifications for Mozzarella Cheeses. Milk fat ranging from not less than 45% on dry basis to 10.8% depending on type. Moisture content ranging from more than 45% to not more than 60% depending on type. Each of the ingredients used in the food shall be declared on the label. Packaging: 30 lb to 40 lb case., 6000, LB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOJ BOP Field Acquisition Office intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOJ BOP Field Acquisition Office is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. Product Specifications: All items must conform to line item descriptions derived from the Bureau of Prisons National Menu Specifications. Any quotes for items that do not conform to stated specifications may not be considered for award. Delivery Terms: Awards resulting from this RFQ will require delivery on or about October 15, 2018. A delivery deadline will be established upon award. Delivery will be made to FCC Lompoc, 3901 Klein Blvd., Lompoc, California 93436. Deliveries may be made Monday - Friday (excluding Federal Holidays) between the hours of 7:00 AM PST and 1:00 PM PST. All items requested in this solicitation can be stored in their entirety so no delivery schedule is needed. SAM Requirement: This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Evaluation of Quotes: The Government intends to evaluate quotes considering price and past performance. Award will be offered to the quoter whose quote is considered most advantageous to the government for this requirement. All quotes received will be considered. Line Item Pricing: Upon award, the contractor is required to identify unit prices for each awarded line item which add together to meet, but not exceed, the aggregate total price quoted. Acceptance: The awarded contractor is expected to return a signed copy of the SF-1449 award document to establish acceptance of contract terms within 3 days after issuance of the award offer.
