- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT REQUISITION NO: 5078189 INTENDED SOURCE: Wyatt Technology PERIOD OF PERFORMANCE: ARO 4-6 weeks DESCRIPTION OF REQUIREMENT: This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Wyatt Technology, 6300 Hollister Avenue, Santa Barbara, CA 93117-3115, for the acquisition of a Wyatt uDAWN SEC-MALS System. Y-INSTALL1 1 Day Onsite Installation 1 The μDAWN is required, to the exclusion of others, for Structural Cell Biology Group research because of NIEHS need to characterize the absolute molar mass and size of macromolecules properly and reproducibly eluting from a UPLC size exclusion chromatography system. The µDAWN constitutes an extremely versatile instrument, capable of performing (with ASTRA software) the following range of macromolecular analyses over the entire range of molar mass, size and temperature: • Molar mass distributions (differential, fitted and cumulative) • Molecular size distributions (differential, fitted and cumulative) • Molecular conformation • Polymer branching • Second virial coefficient • Protein conjugate composition (with triple UV-MALS-RI detection) The μDAWN instrument uniquely meets NIEHS needs, combining advanced technical features with leading-edge data acquisition and analysis software to perform measurements with accuracy, precision, repeatability, and sensitivity NIEHS requires. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing" and size standard of 1000 employees. NIEHS will solicit and negotiate directly with Wyatt Technology and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Tanya Redfearn at shields3@niehs.nih.gov and are due by 2:00 PM, September 3, 2018. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Wyatt Technology.
