Description

NOTICE OF INTENT TO SOLE SOURCE REQUIREMENT The Department of Veterans Affairs, VA Healthcare System, VISN 10, Contracting Activity intends to negotiate a sole source contract under FAR 13.106-1(b) -Soliciting from a Single Source - Only One Reasonable Source (Brand Name). The vendor will be ILLUMINA INC. The associated NAICS code is 334516. The business size is 1,000 employees. The anticipated award date is 09/17/2018. A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive quotes or proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include: (1) Business Name and Address, (2) FSS Contract Number, (3) Point of Contact Name, Phone Number and E-mail Address (4) DUNS and NAICS code (5) Business Size (6) Type of Business SERVICE DISABLED VETERAN OWNED, VETERAN OWNED, 8A, HUBZone, WOMEN-OWNED etc. Responses shall be submitted to John Saunders, Contracting Officer, at john.saunders2@va.gov no-later-than Thursday, August 30, 2018 at 4:30pm EST. The Contractor shall provide the deliverables outlined below to the Detroit VAMC located at 4646 John R Street, Detroit MI 48201: Deliverable: Illumina MiSeq System Description of work to be performed: a grant to support the VA Shared Equipment Evaluation Program (ShEEP) was approved specifically for the purchase of an Illumina MiSeq system. The purpose of the grant is to study the gut microbiome in numerous health conditions that affect Veterans to include colorectal cancer, Gulf War Illness, Parkinson s disease, traumatic brain injury and type 1 diabetes. To carry out this research, the Government requires use of the Illumina MiSeq system to sequence the 16S hypervariable region of bacterial rRNA. Fecal samples will be the starting source of material from which DNA will be isolated. The DNA will then be prepared for sequencing by synthesis biochemistry and enzymology in an automated fashion on the MiSeq system. The sequence data will be aligned with the appropriate genome data alone after excluding variant calls. Based on sequence alignment, the Government will compute alpha-diversity, beta-diversity, determine the number of operational taxonomic units, carry out weighted principle coordinate analysis for the bacterial genera represented and then construct cladograms, box charts and heat maps of the resulting data.
