Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), intends to negotiate on an other than full and open basis with Charles River Laboratories Inc., Wilmington, MA to procure speed congenic laboratory services for ongoing clinical research in the Fungal Pathogenesis Section (FPS) of the National Institutes of Health (NIH). The FPS is focused on characterization of immune response against fungal infections and aims to determine whether the susceptibility to mucosal fungal infection and autoimmunity is caused by AIRE deficiency in the thymus and/or extrathymic hematopoietic cells and/or extrathymic epithelial cells. Thus, FPS requires expert services in backcrossing mice using single nucleotide polymorphism screening. Due to scientific research timelines and cost, FPS also requires speed congenic services with high quality and efficiency in which the entire backcrossing speed congenic service is performed in house and within quick timeframes. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1923513) to Bevin Feutrier at bevin.feutrier@nih.gov, by 5:00 pm eastern standard time September 06, 2018. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
