- RFQ NO. 140P8418Q0094 Pre-Solicitation Announcement NATIONAL PARK SERVICE CHANNEL ISLANDS NATIONAL PARK FABRICATION AND INSTALLATION OF LOADING RAMP The National Park Service, Channel Islands National Park, has a requirement for the fabrication and delivery of a forward loading ramp for the vessel Surf Ranger, a 75' LCM8 Landing Craft. The work of this project consists of designing 3D CAD drawings, fabricating, welding and installing the foreword ramp and hinges with 3' extension on the NPS vessel Surf Ranger. Contractor shall prepare all surfaces, interior and exterior, and apply Tramastic or equivalent coating. The contractor shall furnish all steel, materials, labor, paint, and all miscellaneous materials needed to construct a new forward loading ramp along with all necessary equipment. The contractor shall fabricate a new loading ramp using steel based off of the original drawings; CAD drawings shall be produced from original drawings by contractor. The existing extension on the ramp will be reproduced and fabricated and attached to the new loading ramp. The contractor shall fabricate new loading ramp hinges based off of original drawings and reproduced in the CAD drawings. The new loading ramp shall be coated, all interior surfaces as well as exterior surfaces with Tramastic or equivalent coating. Exterior color of the ramp shall match existing color of current ramp and must be approved by the Contracting Officer ¿s Representative prior to ordering and applying. The National Park Service will deliver the vessel Surf Ranger to the yard. Contractor shall remove and install the new loading ramp and new loading ramp cable (NPS will provide new wire rope for the ramp cable). It shall be the contractor ¿s responsibility to properly dispose/recycle the ramp that is removed from the LCM. All material and workmanship shall be performed utilizing the best marine practices and shall satisfy the standards, regulations, and recommendations of the American Bureau of Shipping(ABS) and the United States Coast Guard (CFR 46). Fabrication, delivery, and installation is anticipated to take place within 150 days of award. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 336611, with a corresponding size standard of 1,250 employees annually for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Quotation (RFQ) will be available on or around August 6, 2018 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFQ will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFQ. The Government intends to award a single, fixed price contract. Award selection will be made on a best value determination made after consideration of price and factors other than price.
