- The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Isomorphic Software, Inc. The service being provided is for consulting services by Isomorphic Software, Inc. which is the publisher of the SmartGWT software that is the User Interface framework used in the Intermediary Application (iApp) application. These consulting services consist of evaluating the iApp source code for the purposes of conducting a software architecture review on the current SmartGWT implementation with a focus on specific areas or challenge as identified by the iApp development team. The consulting services will also include additional post review support. The purpose of this consulting Service is to address very specific areas of iApp implementation using the SmartGWT framework in which our developers have identified as problem areas over the last 3-4 years of development. Isomorphic appears to be the only vendor able to satisfy the requirement by having the intimate knowledge of the framework and best implementation practices suited to their framework. Based on the approved Justification for Non-Competitive Procurement (JNCP) (which will be posted after award), only one responsible source and no other supplier or services will satisfy agency requirements. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. This is prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541690 and the standard size is $15 million Dollars. The point of contact for this announcement is Jessica Matias at Jessica.Matias@navy.mil. This notice is not a request for quotes; however, any firm believing that they can fulfill the requirement may be considered by the agency.
