- NOTICE OF INTENT TO AWARD VIA SOLE SOURCE Service: Data Communication service The Government hereby submits a notice of intent to award via Justification and Approval for Other Than Full and Open Competition for a service contract utilizing firm fixed pricing for a commercial service with a period of performance containing a base year and four each option years (renewable yearly) to the following contractor: South Dakota Network LLC., DUNS: 623894359, a small business. The anticipated period of performance for this effort will start 01 January, 2018 and end 31 December, 2019 and contain four each renewable option years. The Independent Government Estimate of $100,187.40 and aggregate (base and four option year value) is anticipated to be $500,937.00. This sole source action is in accordance with FAR13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. Any or all responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the requested data communications service described herein. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. Questions or comments to this Notice of Intent should be directed to Contracting Officer, Scott Morrison, at scott.morrison2@va.gov via e-mail only (no phone calls/voice mail messages regarding questions will be accepted nor receive a response). Please indicate in the subject of your email: Data Communications Service, Sioux Falls VAHCS. Service to be procured via sole source: The Sioux Falls VA Health Care System, 2501 W 22nd Street, Sioux Falls, SD 57105-5046 requires high speed Metro Ethernet data communication circuits between the Sioux Falls VAHCS (as the primary location) and to assigned Community Based Outpatient Clinics (CBOCs), VA VET Centers, Annex Locations, and any additional network bandwidth via new Metro Ethernet circuits to any new CBOC or off-site location added during the contract period. Site Locations: Sioux Falls VAHCS (primary location) Community Based Outpatient Clinics (CBOCs) o Wagner SD o Sioux City IA o Spirit Lake IA VA VET Center, Sioux City IA The Sioux Falls VA HCS requires the following for consideration for this proposed purchase of wide area data network connectivity: 1. MPLS technology 2. Ability to provide circuits in size from 5 Mbps to 100 Mbps 3. Ability to interface to existing VA equipment with no additional cost to be incurred by Sioux Falls VA HCS 4. Immediate Help Desk support and Service tech available within 2 hours of breakdown/call 5. Ability to configure as point-point circuits 6. Ability to provide required services to outpatient clinics and locations in eastern South Dakota as well as southwest Minnesota and northwest Iowa. 7. Ability to show experience and implementation examples with similar network configuration 8. Provide 3 current customer references 9. The vendor will adhere to all VA information security policies and procedures 10. The vendor will adhere to VA privacy requirements to ensure HIPPA privacy of patient information
