- The Architect of the Capitol (AOC) will be soliciting proposals for professional consulting in the development and performance of facility planning services and facility condition assessments of AOC buildings and grounds. The Contractor shall furnish all necessary equipment, personnel, and services to support AOC with professional consulting in the development and performance of facility planning and facility condition assessments of AOC buildings and grounds to include, but not limited to the U.S. Capitol Building; U.S. Capitol Visitor Center; U.S. Senate Office Buildings; U.S. House Office Buildings; U.S. Supreme Court; Thurgood Marshall Federal Judiciary Building; Library of Congress Buildings and Grounds; U.S. Capitol Power Plant; U.S. Capitol Grounds; U.S. Capitol Police Buildings, Grounds and Security; U.S. Botanic Garden; and Construction Division facilities. The AOC anticipates awarding one IDIQ contract as a result of this solicitation. Project-specific details on the required services will be provided with individual task orders. Award of the IDIQ will be based on full and open competition among all sources responding to the Request for Proposal (RFP). This procurement will be solicited using the Tradeoff methodology consistent with FAR Part 15, based primarily on trade-offs between several technical evaluation factors and price, resulting in a best value to the Government. This solicitation is being issued under a Two-Step RFP. In Step 1 of the selection procedure, interested firms or offerors shall submit certain specific experience, key personnel, and past performance capabilities demonstrating their capability to successfully execute the requirements of the solicitation. The AOC will evaluate the qualifications and create a short-list of the most competitive offerors to participate in Step 2 of the process. In Step 2 of the selection procedure, short listed firms shall submit additional project experience to show the qualifications of their entire team and pricing information. In addition, oral presentations will be held. A site visit will be held and its details will be provided in the solicitation package. This solicitation will be available on or around September 6, 2018. Interested parties are encouraged to download the electronic version, which will be posted on FedBizOpps. The awarded contract will include one base year and four option years. The cumulative amount of all task orders issued against the resulting IDIQ contract shall not exceed $5,000,000. This RFP, and any subsequent amendments, will be issued in electronic format only and will be available on Federal Business Opportunities (www.fbo.gov).
