Description
Pre-Solicitation Synopsis Energy Savings Performance Contracts (ESPC) III W912DY-12-R-0046 NAICS 541330 - Engineering Services Awarded Under the National Energy Policy Act of 1992 This is NOT a Request for Proposal (RFP). It is anticipated that a RFP will be issued approximately 15 days after release of this announcement. The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to solicit proposals in support of the Energy Savings Performance Contracts (ESPC) Program on an unrestricted basis, with a portion of the awards set-aside for small businesses, under solicitation W912DY-12-R-0046. In order to accomplish this mission, CEHNC proposes to award multiple indefinite delivery/indefinite quantity (ID/IQ) contracts. The objective of the procurement is to acquire the design, construction, and operation of energy savings projects to help meet mandated energy savings goals established in the Energy Policy Act of 1992 and its subsequent amendments. Common services provided by an energy savings contractor (ESCO) include, but are not limited to, the following: equipment/system design; equipment/system installation; equipment/system testing; operations, maintenance, and repair. ESPC project task order scopes will include energy savings project requirements that may include boiler and chiller plant improvements; building automation and energy management control systems; heating, ventilation, and air conditioning (HVAC) equipment; lighting improvements; building envelope modifications; chilled water, hot water, and steam distribution systems; electric motors and drives; refrigeration; distributed power generation systems; renewable energy systems; energy/utility distribution systems; water and sewer systems; electricity peak shaving or load shifting; and energy-related process improvements. The total programmatic capacity for the planned acquisition is $1.5B. Any awarded contracts will have ordering periods of a 5-year base and a 5-year option. The geographic scope of the contracted services under this acquisition will cover Government installations or facilities throughout the Continental United States (CONUS), Alaska, Hawaii, District of Columbia, Republic of the Marshall Islands, and U.S. territories and possessions and Overseas Continental United States (OCONUS) locations in Germany and Korea. It is the intention of CEHNC to award 20 firm fixed-price, performance-based, ID/IQ type contracts pursuant to FAR 16.504, of which at least three will be set-aside for small businesses. However, the Government reserves the right to award more, less or none at all. The purpose of this amendment is to On-Ramp additional small businesses to the existing ESPC III MATOC pool. This solicitation is being issued subject to the applicable procurement laws, guidance, terms, conditions, and the same evaluation criteria delineated in the original solicitation (to include all amendments). The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to solicit proposals in support of the Energy Savings Performance Contracts (ESPC) Program. This procurement is being conducted under the On-Ramp procedures detailed in the original solicitation to award additional contracts to qualified small businesses. This On-Ramp is a total small business set aside. CEHNC proposes to award multiple indefinite delivery/indefinite quantity (ID/IQ) contracts. Evaluation Process: All new proposals received shall be subject to the same proposal instructions and evaluation criteria stated in the original solicitation and all amendments. Award Process: Any award made via an On-Ramp shall be treated as a staggered award and have an ordering period with the same expiration date as the most current iteration of the contract at the time of award to include all options, and are subject to the same contract terms and conditions, including amendments. Contractors not selected for an On-Ramp shall be notified immediately and debriefed, if requested, as soon as possible. Contracts awarded under the On-Ramp will share in the remaining capacity of the MATOC. The current MATOC Capacity as of 21 April 2018: $1.32B.
