- Statement of Work The VA Caribbean Healthcare System San Juan, Puerto Rico is in need of acquire services for the laboratory section/Transfusion Medicine; the services of blood, blood components and laboratory reference tests. These services are required for the emergency and non-emergency basis, in such quantities and at such times that satisfies the needs of the Transfusion department of the VA Caribbean Healthcare System. The American Red Cross has been the only company that has provided such services due to the fact that they are the only once that can provide this type of services. Scope of work. The Contractor shall provide blood and blood components services, emergency and non-emergency basis, in such quantities and at such times that satisfies the needs of the Transfusion Medicine Service at the VA Caribbean Healthcare System, Pathology and Laboratory Service. Blood shall be typed for ABO and Rh antigens and screened for red cell antibodies in accordance with methods recommended in the current edition of Standards for Blood Banks and Transfusion Medicine Services and the Technical Manual of the American Association of Blood Banks. Blood shall be collected; process, stored in accordance with FDA Regulations (21CFR) and applicable contractor standard operating procedures under contractor s US. License. Contractor policies and procedures must meet the standards and guidelines of the Food and Drug Administration (FDA) Regulations, American Association of Blood Banks (AABB) and the Joint Commission (JC). All blood / blood components are to be collected by a closed system under aseptic conditions and shall be processed in appropriate solutions and the containers so labeled. The label shall also bear the expiration date of the contents. The expiration date shall not exceed 42 days from the date of manufacture, which is the date of bleeding the donor, unless the type of preservative used is approved by the FDA for a longer interval. All blood supplies must be free of hemolysis, excessive chyle and clots. Blood shall include at least ten (10) properly labeled and originally attached segments of the blood to be used in cross matching. All platelets will be tested for bacterial contamination and pathogen reduction with manufacturer instruction using FDA approved instrumentation and AABB approved methods. AABB guidelines shall be followed for plasma components to reduce the risk of TRALI. Other screening will be performed on cellular components when requested and or required. All plasma for allogeneic transfusion should be from males, female who have not been pregnant, or female who has been tested since the most recent pregnancy and results interpreted as Negative for HLA antibodies. BLOOD DONATION: The contractor shall provide the VA only with one hundred (100%) "volunteer donor" blood in accordance with FDA rule, AABB standards and regulations effective May 15, 1978 or later revision. Definition of a "volunteer donor" - A volunteer donor is a person who does not receive monetary payment for blood donation. Benefits, such as monetary time off from work, membership in blood assurance programs and cancellations on non-replacement fees that are not readily convertible to cash, do not constitute monetary payment.. Blood and Blood Products: Red Blood Cells: Leukocyte-reduced Apheresis Red Blood cells, Leukocyte reduced Other available features: CMV negative, irradiated, antigen negative for a wide variety of antigens, Sickle cell negative Plasma: Plasma frozen within 24 hours (PF24RT24) Fresh frozen plasma within 8 hours (FFP) Plasma, cryoprecipitate-reduced Plasma for allogeneic transfusion should be from males, female who have not been pregnant, or female who has been tested since the most recent pregnancy and results interpreted as Negative for HLA antibodies. Cryoprecipitate Cryoprecipitate AHF Platelets: Leukocyte reduced apheresis (single donor platelets) Other available features: irradiated, CMV negative, HLA matched*, HPA-la (PLA1) negative* * apheresis units only; c. Base Year October 2018 March 2019 (Six Months) Option year 1: April 2019 September 2019 (Six Months) Points of Contact: COR Contracting Officer Representative: Wilda Peña CO Contracting Officer: Jose Hernandez Contract Specialist: Rafael Rodriguez DELIVERY/TRANSPORTATION The contractor shall provide deliveries of blood products twenty-four (24) hours per day, seven (7) days per week, three-hundred and sixty-five (365) days per year, subject to blood product availability. Normal blood request will be delivered between 7:00am to 11:00pm. Emergency requests are to be delivered within one hour of notification of need; 24 hours/ 7 days a week, including Holidays. Contractor shall transport all requested blood and blood products to VA blood bank labs within the agreed upon timeframes. Orders will be categorized into two (2) types: routine and stat (STAT). These categories are defined as follows: Routine Shipments of blood products to maintain minimum inventory levels or blood products ordered to fulfill a standing request. STAT A need for blood products so acute that a patient s life could be jeopardized if the request for blood products is unfulfilled. STAT orders must be delivered within sixty (60) minutes. Additional emergency requirements may be placed and the shipper shall arrange for delivery in one hour or less (including orders during evenings and nights. Ordering shall be conducted in accordance with applicable laws and this solicitation. Supplies and/or services may be ordered via facsimile (fax), telephone, in hardcopy format, electronic means including vendor websites or in any other manner consistent with accepted commercial business practices. No sensitive data will be transmitted. Description: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for all Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Small Disadvantage Business, HubZone, Woman Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract. Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS).The agreement period will be for one (1) base year of six(6) months from the date of agreement award and one (1) option year of six(6) months. Responses must be received in writing no later than, 4:00PM Eastern Standard Time (EST) on September 5, 2018. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award.
