- Special Notice for a Single Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR STICK FORCE INDICATIORS AND REFURBISHMENT REQUIREMENT: STICK FORCE INDICATIORS: 1. PURCHASE MODEL 916A (QTY. 4) 2. REFURBISHMENT AND CALIBRATION OF MODEL 916A (QTY. 8) DESC: INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH Cool City, Inc. The Air Force, Edwards Air Force Base, CA intends to award a Single Source purchase order to Cool City, Inc. 10655 Mineral Wells HWY, Weatherford, TX 76088-6721. The Single Source purchase will be for four (4) new Model 916A stick force indicators and refurbishment and calibration of eight (8) Model 916A stick force indicators. Cool City, Inc. is the only known source identified for procurement of this supply. The statutory authority which permits other than full and open competition for this acquisition, is FAR 13.106-1(b)(1). This authority is supported by an approved Single Source Justification (Simplified Acquisition). It is the Government's intent to proceed with this sole-source action. The North American Industry Classification System Code (NAICS) is 336413 and the size standard is 1,250 employees. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide four (4) new Model 916A stick force indicators and refurbishment and calibration of eight (8) Model 916A stick force indicators. Responses may be sent via e-mail to katie.hudiburgh@us.af.mil or mailed to AFTC/PZIEB, 5 South Wolfe Ave, Edwards AFB, CA 93524-1185, Attention: Katie Hudiburgh. Fax Number: 661-275-0470. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 8:00 a.m. 27 August 2018, intent is to award a Sole Source purchase order to Cool City, Inc. 10655 Mineral Wells HWY, Weatherford, TX 76088-6721. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Monika Masei.
