- HC101317F0188 Class J&A for Other Than Full and Open Competition The Defense Information Technology Contracting Organization (DITCO), Systems Section, DITCO/PL8414, 2300 East Drive, Scott AFB IL 62225-5406 awarded HC101317F0188 on August 16, 2018 to AT&T Mobility. The order was awarded non-competitively utilizing United States (U.S.) Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Next Generation Wireless Blanket Purchase Agreements (NGW-BPAs). The firm fixed price order was awarded to procure devices and extend wireless services in support of the Joint Service Provider (JSP) with a period of performance of September 18, 2017 through September 17, 2018. A justification pursuant to the authority of Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) was approved on June 9, 2017 and subsequently modified on April 5, 2018 to ensure continuous commercial wireless devices and services remain available. This J&A covers several orders currently administered by multiple contracting agencies, to include the U.S. ACC-APG, and is provided as an attachment to this award synopsis in accordance with the requirements of FAR 16.505(b)(2)(ii)(D). Modificication P00001 was executed to include a 12-month option period. Under the Next Generation Wireless Blanket Purchase Agreements (BPA), a 12-month base period and a 12-month option period is authorized. The original order was awarded for a 12-month period, as the agency was moving towards a consolidated contracting effort. Due to external factors, the agency is unable to consolidate all existing contracts prior to their current performance expiration; as such, a 12-month option extension is necessary to avoid a loss in service. This modification extends the period of performance from September 18, 2018 through September 17, 2019.
