- Single Source Determination NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a single source basis, under authority of FAR 13.106-1(b) (1), with NorEastern Trawl Systems. The Alaska Fisheries Science Center, Ecosystem Monitoring Program (EMA) 3M Lite XL Trawl Doors by NorEastern Trawl Systems. This request is for The purchase of four new (2 sets) trawl doors for existing Nordic trawl nets, which we use as an integral component of our fisheries and oceanography ecosystem surveys from the Gulf of Alaska to the Beaufort Sea. NMFS has to purchase gear that needs to be compatible with existing NET Systems brand equipment. The Nordic 264 trawls are used by all the NOAA science centers along the western coast of the United States and it has become the standard sampling tool for coastal pelagic fish stocks. NMFS must use the same brand trawl nets and doors for continuity of methodology and sampling. It is important to remember that the whole goal of scientific sampling is to be able to reproduce our results and changing fishing gear mid projects would make the existing data difficult if not impossible to reconcile. Both companies use different rigging and rope types, creating different nets even though they both are listed as midwater. EMA requires interchangeability with the existing gear while sampling, reproducibility, and consistency for multi-year data collection and that will only produce if we continue using the same Nordic 264 midwater trawl. The EMA program is requesting service and purchases from a business in the form of a noncompetitive award. We wish to seek a sole source justification for NET Systems Inc. maker of the 3M Lite XL Trawl Doors. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that only NorEastern Trawl Systems can provide the items stated above. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by September 6, 2018. No known potential alternate sources exist which could satisfy these requirement
