Description
FAR Part 13 - Sole Source Justification This is a notice issued as required by FAR 5.203. Pursuant to 13.106-1, the Overseas Private Investment Corporation (OPIC) intends to negotiate a sole source contract with Washington Metropolitan Area Transit Authority (WMATA), located at 600 5th Street NW, Washington DC 20001, for OPIC's Transit Subsidy Program. Anticipated start date is October 1, 2018. The period of performance is one year with options to extend IAW the Memorandum of Understanding (MOU) with WMATA. WMATA shall provide SmarTrip cards; a web-based system to enter monthly fare amount(s) to the card with the ability to allow employees to utilize other surrounding transit systems including Metrorail, Metrobus, regional commuter busses, van pools, Amtrak, and local commuter trains affiliated with WMATA. Smart Benefits are the only form of fare media accepted by the District of Columbia METRO system and all other public transportation providers in the Washington, D.C. area. The SmartBenefits program allows OPIC to manage and fund transit benefits for participants. WMATA does not charge a fee for the use of its SmartBenefits program. The North American Industry Classification System (NAICS) code for this acquisition is 485111. Small Business size standard is $15 million. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by September 5, 2018 at 5:00 PM EST. All questions concerning this matter should be addressed directly to Ms. Emily McLaughlin at Emily.McLaughlin@opic.gov.
