NASA Course descriptions Non-Destructive Testing (NDT) Course Description Clothing and Textile Course Descriptions Safety Course Description Draft Performance Work Statement Quality Assurance Engineer Course Descriptions Metallurgy Course Description DEFENSE CONTRACT MANAGEMENT AGENCY Sources Sought (SS) Formal Training/Classes THIS IS A SOURCE SOUGHT (SS) NOT A REQUEST FOR PROPOSAL. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their proposed approach. Requests for a solicitation will not receive a response. As part of this special notice, DCMA will be evaluating, for planning purposes, if there are an adequate number of qualified and interested small business contractors capable of providing the services and/or products. Specifically, these exchanges are in support of market research being conducted by DCMA to determine if there are businesses in the market that provide these services and the adequacy of its PWS. This includes its clarification of contract requirements, completeness of the PWS, examination of performance metric for realism, and contract type. While DCMA is targeting small businesses, firms of all sizes and socioeconomic backgrounds are welcome to submit their capabilities. 611519 Other Technical and Trade Schools Small Business Size Standard: $15,000,000.00 NOTE: If, after reviewing the draft Performance Work Statement (PWS) and class descriptions, your firm believes another NAICS code is more appropriate, provide the rationale and justification. OVERVIEW The Defense Contract Management Agency (DCMA) Human Capital (HC) has a requirement to provide ongoing training for proficiency/accreditation for various professions throughout the Agency. The objective is to acquire training services for DCMA in support of its mission. The Contractor shall provide performance-oriented training to the standards outlined for the courses identified in Attachment B of the attached DRAFT PWS. Training provided to DCMA can be classroom training, computer-based, and/or hands-on performance-oriented training, as appropriate to achieve the required standards. Location for the training may be at contractor's facility, on-line, or DCMA location. ABOUT DCMA DCMA is the Department of Defense's component that works directly with defense suppliers to help ensure that DoD, Federal, and allied government supplies and services are delivered on time, at projected cost, and meet performance requirements. DCMA provides Contract Administration Services to the DoD Acquisition Enterprise and its partners to ensure delivery of quality products and services to the warfighter; on time and on cost. DCMA is a recognized leader of, and contributor to many of DoD's business reform initiatives. Those initiatives' goals are to improve the Nation's defense in the most economical and efficient ways possible. This involves managing 334,000 prime contracts valued at approximately $1.2 Trillion. DCMA is headquartered in Ft Lee, Virginia and currently employs approximately 11,000 civilian and military professionals worldwide. DCMA consists of over 50 Contract Management Offices (CMOs) with over 800 employee duty stations worldwide, working with over 19,000 defense related firms. RESPONSES TO THIS SS After review of the responses to this Sources Sought announcement, a synopsis and/or solicitation may be published at a later time. Capability statements in response to this notice shall include the following information and shall not exceed 15 pages: a) Company name, business address, address of your school, CAGE code, and points of contact with telephone numbers and email addresses. b) Business size/classification in regard to NAICS 611519, to include socioeconomic designation of the company (i.e., 8(a), HUBZone, Women Owned Small Business, Veteran Owned Small Business, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, etc.). c) Your company's capability to do this type of work. If you provide training for a portion of the classes listed, submit your response with the courses you instruct. Documentation of technical expertise, capability, and capacity must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Documentation of capability and experience in the training listed on the attachments must include the following: Descriptions of Requirements (tasks, volume, scope, complexity, contract value and award date): What was the requirement? Size and complexity of the contract/requirement? What type of contract? (e.g. Fixed price, IDIQ) Was it for full-time or part-time training? What were the objectives or the desired end-result? How many students put forth? Class size? Groups or one-on-one? Tailored training or generic for all? What instructional materials, including references and authentic materials, either on hand or readily accessible? What did the contract require concerning instructor qualifications? Do you have a system of student feedback/critiques? d) It is imperative that businesses responding to this SS describe their capabilities clearly and adequately regarding each functional area listed. Industry input is also requested on the DRAFT course descriptions that are attached. Questions and/or feedback must be submitted as a separate document. e) After review of the course descriptions, please provide comments/suggestions to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. f) The Government seeks new and innovative suggestions regarding the approaches to accomplishing the requirement, both in terms of the end results of the services, and in terms of cost savings. Responses will only be accepted via e-mail. Telephonic responses will not be honored. Please send your responses to DCMA Procurement Center. Submissions may be sent to Joan Kramer at joan.kramer@dcma.mil. This is NOT a Request for Proposal. IF A SOLICITATION IS ISSUED, IT WILL BE ANNOUNCED AT A LATER DATE. All interested parties shall respond to that solicitation announcement separately from this sources sought announcement. No award will result from this sources sought announcement. No reimbursements will be made for any costs associated with providing information in response to this announcement. This notice does not constitute any commitment by the Government. There is no question period associated with this sources sought, submit questions with your response. Questions may or may not be answered in a separate posting. Submit Final responses by 2:00 p.m. Eastern Time, September 5, 2018 by email to Joan Kramer at Joan.D.Kramer.civ@mail.mil. Electronic submissions should be sent as an e-mail attachment in MS Word. Please include "RESPONSE TO SS" in your email. Submit the information in the same order and using the same numbering scheme in this notice to facilitate evaluation and organization by Government reviewers.
