- **NOTE TO ALL VENDORS : Incumbent Contractor and Contract are UPS Supply Chain Solutions, Contract HHSO100201300099G ** This Sources Sought Notice is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Office of Resource Management (ORM), Division of Contracts and Grants at Thomas P. O'Neill Federal Building, on behalf the Department of Health and Human Services' (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), intends to procure Logistical Storage and Consulting Support Services using 100% HUBZone small business set-aside or using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two qualified HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified HUBZone small business concerns. If two or more qualified HUBZone small business concerns are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Background The Office of Logistics (OL) within the Office of the Assistant Secretary for Preparedness and Response (ASPR) is responsible for developing logistical support to ensure the preparedness of the Office, the Department, the Federal Government and the public to respond to domestic and international public health and medical emergencies. OL is responsible for ensuring that ASPR has the logistical capability necessary to coordinate the Department's operational response to acts of terrorism and other public health and medical threats and emergencies. The Assistant Secretary for Preparedness and Response (ASPR) has identified the enhancement of preparedness and response infrastructure of ASPR as a key priority. The foundation of response capability is the ASPR's ability to effectively store and mobilize medical caches to achieve delivery from the time of activation to final delivery within 12 hours. ASPR desires to collaborate with private industry to logistically achieve its medical cache deployment objectives when a disaster occurs by staging medical caches in locations that shall facilitate final delivery within 12 hours. ASPR via this Sources Sought seeks to identify contractors which can provide healthcare warehousing facilities for pharmaceuticals, medical supplies, vehicles and equipment in San Juan, Puerto Rico. Industry Submission Information Only small businesses are to submit capability packages. Interested small business concerns that are qualified as a HUBZone, or small business concern in NAICS code (541614: Process, Physical Distribution, and Logistics Consulting Services ), with a size standard of $15 Million are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the Statement of Work (SOW). Capability packages must not exceed 3 pages and must be submitted electronically. All contractor questions must be submitted no later than 5:00PM EST on 20 August 2018. Interested vendors should provide a narrative description of the their experience and capabilities in providing logistical storage and consulting support to a federal, public health preparedness and emergency response organization similar to the requirements below: -Location(s) located within a twenty (20) mile driving radius of an airport capable of handling large aircraft (exceeds 41,000 lbs.). -Location(s) within the San Juan, Puerto Rico area. -Site(s) no more than five (5) miles from a primary interstate, as defined by Federal Highway Administration guidelines. The site shall provide access to multiple routes to the highway system and airport. -Facility that is Good Manufacturing Practice (GMP) compliant in regards to the handling and holding of pharmaceuticals, medical supplies and equipment. -Site with controlled entry to the secure area storing Government owned assets. -Call-down list(s) that includes at least three staff members, with the authority to provide 24/7 access to the facility, and product movement services. -Provide a Drug Enforcement Agency (DEA) license to allow for the storage of controlled substances. -Facility accessible to government personnel or associated contractors, on a 24/7 basis, particularly in times of response. -Place of performance facility offered shall be Good Manufacturing Practice (GMP) compliant in regards to the handling and holding of pharmaceuticals, medical supplies and equipment. -Back-up generator power for key facility components, including all temperature controlled environments. -Uninterrupted Power Source (UPS) for all temperature monitoring systems. -Back up temperature monitoring system. -Data back-up of all validated temperature monitoring systems. -Process to report any temperature excursions within 24 hours of event. NOTE: Areas or tasks where a contractor does not have prior experience should be annotated as such.
