Description
Expedited Procurement Procedures for Prevention, Care and Treatment of HIV with Class J&A for contract awarded in support of HIV/AIDS Activities and Programs. J&A under the Expedited Procurement Procedures for Prevention, Care, and Treatment of HIV As documented herein, this action is authorized under the USAID Action Memorandum for Expedited Acquisition and Assistance Procedures for Prevention, Care and Treatment of HIV. The Class J&A supporting use of other than full and open competitive procedures statutory authority is based on AIDAR 706.302-70(b)(3)(ii). The contractor, through work under this contract, must contribute to the following PEPFAR Strategic Objectives: ● Increase in-country capacity to self-finance and sustain HIV control efforts through the generation and use of financial evidence for HIV domestic resource allocation and innovative financing initiatives. ● Strengthen government capacity on ARV supply planning, quantification, bidding and procurement from the state budget through the SHI fund. This activity has four components: 1. Technical assistance to Vietnam Ministry of Health (MOH) and Vietnam Social Security (VSS) in the final stage of the Social Health Insurance (SHI) integration process, including provision of SHI reimbursement for HIV anti-retroviral (ARV) in Fiscal year (FY) 2019. 2. Monitoring the application of policies and technical guidance for ARV payment and reimbursement through SHI and promotion of the model of copayment and premium subsidies to mitigate the financial risks for People Living with HIV, service providers, and the SHI fund. 3. Transfer of skills and the provision of tools to enable the Government of Vietnam to generate evidence and advocate for increased domestic resource mobilization for non-SHI services. 4. Technical support for financial management of centralized ARV procurement through a consolidated governance structure and standardized financial management functions at MOH and VSS.
