Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to EIWT, LLC., 11450 San Marcos Road, Atascadero, California, to provide two commercial off-the-shelf (COTS) Interface seismic processing software licenses to support the ASA(ALT)-sponsored RAFTER 6.2 program. The desired software package must be able to accommodate 3D data acquisition geometries, shot gathers with 1000 channels per record, data sets with a minimum of 500,000 individual traces, offsets and source/receiver spacing that are not whole numbers and may be less than 1 (e.g. 0.25), ), must include common midpoint processing applications, must be capable of 2D and 3D tomography inversion using multiple methods such as wavepath eikonal traveltime and adjoint, must include a viewer capable of displaying seismic files including time-amplitude slices, must be able to accommodate and manipulate three-component (3C) data, and must be able to import seismic files in SEG-2, SEG-Y, and KGS format. In addition, the software package must be compatible with a Windows 10 operating system. Two license dongles will be provided to unlock the Interface seismic processing software. The dongles will allow use by multiple personnel as needed. Software and Support will be available to ERDC for a total of five years. The intended procurement will be classified under North American Industry Classification System (NAICS) 518210 with a Small Business Size Standard of $32.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to Janalyn.H.Dement@usace.army.mil.
