- Description
- The Bureau of Reclamation intends to negotiate on a sole source basis with FlowWest to provide required support of the Structured Decision Making (SDM) and adaptive management in the Central Valley Project Improvement Act (CVPIA) and Sacramento-San Joaquin Bay Delta. This requirement will be for a firm-fixed price contract for a five (5) years, under the authority of FAR 13.501. A sole source justification has been prepared in support of this acquisition. Firms believing, they can provide these supplies or services above must provide a written capability statement to the Contracting Officer with supporting evidence that demonstrates the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within five (5) calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the direction of the government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition at ncjohnson@usbr.gov, no other submission will be accepted. Responses should include 1) Company name, address, DUNS number, and point of contact name of email address. 2) Identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541620, Environmental Consulting Services, with a small business size standard of $15 million dollars. 3) Information that would demonstrate that your business has the capability to provide data and analytic support for the Fish Resources Area and Bay Delta Office Structured Decision Making to include knowledge and experience concerning the SDM process, experience and expertise working with CALSIM and CALSLIM2 to simulate the effects of candidate management actions on streamflow and water quality and experience working with local watershed managers from implementing agencies and their partners.
