SAN FRANCISCO NATIONAL CEMETERY Grounds Maintenance Services Solicitation No: 36C78618R0459 Page 6 of 6 NOTICE: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; offers are being requested and a written Solicitation (SF1449) document will not be issued. This Solicitation is being issued using Simplified Acquisition Procedures. Solicitation number 36C78618R0459 is being issued as a Request for Proposals (RFP). This notice and the incorporated provisions and clauses are in effect through the Federal Acquisition Regulations (FAR) and the Veterans Affairs Acquisition Regulations (VAAR). All responsible sources may submit a Proposal. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-89 and are available in full text through Internet access at http://www.acquisition.gov/far. This is a 100% Service Disable Veteran Owned Small Business (SDVOSB), Open Market procurement. North American Industry Classification System (NAICS) code is 561730 - Landscaping Services with a size standard of $7.5 million. Any firm that does not meet the capability and size standard under this NAICS code should not submit a response. Prospective awardees MUST be registered with the System for Award Management (SAM) at http://www.sam.gov and MUST have an active SAM account PRIOR TO AWARD and through final payment. Potential awardees must complete the Online Representations and Certifications Application (ORCA) at http://www.sam.gov as well PRIOR to award and through final payment. A CONTRACT WILL NOT BE AWARDED UNTIL SAM REGISTRATION HAS BEEN COMPLETED AND VERIFIED. *ADDITIONAL NOTE* SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov when offers are submitted and at the time of award. (See Clause 852.219-10 VA Notice of Total Veteran-Owned Small Business Set-Aside.) Proposals received that are not Service Disabled Veteran-owned Small Business (VOSB) concerns, shall not be considered and will not be evaluated. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Therefore, all proposals received prior to the RFQ close date, will be considered by the Contracting Office. It is the Government s intent to make a single award resulting from this solicitation to the responsible Offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. ADDITIONAL INFORMATION FOR OFFERORS Contract Type This solicitation is for an Indefinite Delivery/Indefinite Quantity contract. Offeror s attention is instructed to FAR Clauses 52.216-18 Ordering and 52.216-19 Order Limitations, which are part of this contract. Non-Personal Services Contract The services provided in the contract will be non-personal type services. The personnel rendering the services of the contract are not subject, either by contract terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Proposal Package (Also see - 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JAN 2017) Page 172 The Offeror s proposal package must contain the following: (1) separate Price Proposal volume for all items in the schedule this should be a separate document (.pdf format) One (1) signed copy of Acknowledgement of any Solicitation Amendments One (1) copy of Completed FAR Clause 52.223-3 Hazardous Material Identification and Material Safety Data One (1) copy of Completed FAR Provision 52.212-3 Certifications and Representations or indicate whether Offeror has completed the annual representations and certifications electronically at www.sam.gov (copy of current SAM status) One (1) Technical Proposal (Grounds Work Plan) volume (see FAR Provision 52.212-2 Evaluation Commercial Items) At least three (3) Past Performance References for Grounds Maintenance type services See Page (TBD) Applicable Submittal documentation as indicated in Submittals Chart (see Attachment M) Proposal packages that do not contain all the above materials will be rejected as non-responsive. To maintain procurement integrity, the San Francisco National Cemetery staff should only be contacted during the designated site visit dates and times only. Contacts made to any Cemetery staff outside of these periods and/or prior to contract award, could result in a rejection of your Proposal. No additional written questions or inquiries will be accepted after August 21, 2018 (Eastern). No telephone calls please. Site Visits Offerors are encouraged and expected to visit and inspect the site where services are to be performed, prior to submitting their proposal. FAR Provision 52.237-1 Site Visit is part of this solicitation. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The San Francisco National Cemetery will be conducting one (1) site visit for this grounds requirement. Site visit will be conducted: Date: August 28, 2018 Times: Between the hours of 11:00 a.m. until 1:00 p.m. (Pacific) ONLY. Location: San Francisco National Cemetery- Administration Building, located at 1 Lincoln Blvd., San Francisco, California. Interested offerors will be required to sign in upon arrival on August 28, 2018 during this site visit. IMPORTANT: ALL INTERESTED OFFEORS/OFFERORS MUST CONTACT the San Francisco National Cemetery prior to visitation to the Cemetery. To set up a site visit appointment during the designated site visit date and times above please call Ms. Kathleen McCall at 650-589-7737.
