- Industry Day Announcement: Physiological Monitoring / Alerting System for Aircrew I. SUMMARY The purpose of this announcement is to indicate the Government's requirement for a Physiological Monitoring System. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Background The Navy's definition of a Physiological Episode (PE) is when a pilot experiences loss in performance related to insufficient oxygen, depressurization, or other factors that affect human performance during flight. Lengthy and detailed root-cause assessments have shown that a single common cause is highly unlikely. The Naval Aviation Enterprise (NAE) and Navy leadership, view PEs as the number one aviation safety priority. PMA-202 is seeking the appropriate technology(ies) to help reduce the risk posed by physiological episodes. Description NAVAIR/PMA-202 desires a platform-independent physiological monitoring/alerting system that can provide real-time information about aviator physiologic and cognitive status in flight, and predict impending decrements in physiologic/cognitive performance, affording the affected individual an increase in useful time to take corrective action. The organization that provides this capability must be able to develop and field a solution that provides a reliable means of: a) Real-time monitoring/detection of physiologic/cognitive parameters. b) Prediction of an impending physiological event (e.g., hypoxia, hypercapnia, decompression sickness, disorientation, G-LOC, etc.) that may result in degradation of psychomotor performance. c) Warning/alerting the aircrew so that they can maximize available/useful time to take corrective action before they are incapacitated. The system should function within the tactical military aviation environment and should not interfere with existing flight support equipment, clothing, and other aircraft warning systems. It also should not require modification of aircraft and be able to function independently of the host aircraft (i.e., be human-mounted). II. Government - Industry Day: Classified material WILL NOT be discussed and SHALL NOT be submitted. The Government will brief anticipated acquisition expectations and strategy to organizations, and provide additional detail, history, and context about physiological episodes, monitoring, and concept of operations. Organizations attending Industry Day may submit questions in writing no later than 07 September 2018. Questions submitted in advance will be addressed during the event, and will be posted to FedBizOpps. Questions submitted after 07 September 2018, will not be answered during the Industry Day. All questions that arise during Industry Day will be documented by the Government, and a compilation of all responses to questions (unattributed to the requesting contractor) from the Industry Day will be posted on FedBizOpps. As stated above, this is NOT a request for Proposal, and Industry Day is a no-fee event. THIS ANNOUNCEMENT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SOLICITED OR PROVIDED AS A RESULT OF THIS ANNOUNCEMENT OR INDUSTRY DAY MEETING.
