- Sources Sought THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. This is for planning purposes only. Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response. 1. INTRODUCTION: This is the initial step in the planning process for the purchase of a Spectrometer. The 377 MSG/PKB at Kirtland Air Force Base seeks sources to purchase a VUV Spectrometer. 377 MSG/XXX anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 339113, size standard 750 Employees. See attached Specs document at the bottom of this page for more details. 2. INSTRUCTIONS: All businesses capable of providing Spectrometers are invited to respond electronically. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 339113 size standard 750 Employees. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capabilities are limited to 5 pages, and should demonstrate capability to provide the requested items. Responses must be received no later than 4 Sept 18 at 12:00PM MST, and addressed to SrA Dominick Flowers. 1 List of Requirements for a VUV Reflectance Spectrophotometer The Laser Spectroscopy and Reactivity (LaSR) Laboratory at Kirtland AFB, NM desires to procure one (1) Ultraviolet/Vacuum-Ultraviolet Spectrophotometer, with associated support table and electronics. Specific Requirements are below: Spectrophotometer 1) Spectrophotometer must have a wavelength range of at minimum 120 to 350 nm. 2) Spectrophotometer must be vacuum compatible up to or exceeding 10-5 torr ultimate pressure. 3) Spectrophotometer must include a deuterium lamp as its light source with at least 150 W power along with associated cables and power supply. 4) Spectrophotometer must include optics between the deuterium lamp and the monochromator 5) Spectrophotometer should have a wavelength precision, RSD, (overall) of <0.5%. 6) Spectrophotometer should have wavelength stability of <1% per hour. 7) Spectrophotometer should be able to adjust a bandpass filer from 1 to 8 nm. 8) Spectrophotometer should have a wavelength calibration accuracy of ≤0.1 nm upon purchase. 9) Spectrophotometer should have a wavelength reproducibility of ≤0.05nm. 10) Spectrophotometer should have a vacuum compatible VUV monochromator with a focal length of 200 mm. a. Monochromator should have a resolution of ≤ 0.1 nm. b. Monochromator should have an adjustable entrance slit from 0.01-3 mm. c. Monochromator should have an Al+MgF2 coated holographic grating with at least 1200 G/mm. d. Monochromator should have a high resolution stepping drive for monochromator along with associated cables, motor and computer interface. e. Drive step size for grating in monochromator should be ≤ 0.00006 nm. 11) Spectrophotometer must possess collimation optics between the monochromator and the sample. 12) Spectrophotometer should employ a scintillated photomultiplier tube (PMT) detector for detection of <30 to >200 nm light. 13)PMT detector position must be freely variable from ~10 to 180°. 14) Sample position must be freely variable from zero to 60°. 15) Spectrophotometer must hold up to 3 samples of ~25 mm diameter and be switchable under vacuum conditions. 16) Spectrophotometer should also include a PMT for use from 300-650 nm. 17) Spectrophotometer should arrive with all associated electronics for use of PMTs including a power supply and a picoammeter. 18)All optics in the spectrophotometer should be optimized for use at VUV wavelengths. 19) Spectrophotometer should arrive as a turn-key system. 20) Spectrophotometer should include a support table designed for mounting the instrument. 2 Shipping 1) Cost should include all shipping costs to Kirtland AFB, NM 87117 and any associated insurance costs for shipping.
