Description
REDACTED CJ&A 13_22939 The Naval Air Systems Command intends to negotiate a Firm Fixed Price Contract on a sole source Basic Ordering Agreement (BOA) order with Sikorsky, Stratford, Connecticut. The anticipated order is for Sikorsky to perform an Aircraft (A/C) Fatigue Life Analysis (FLA) for the MH-60S. The FLA is a comprehensive feasibility study of the A/C, airframe, components and/or air vehicle system to ascertain requirements to retain or extend service and maintain A/C capability and viability. The FLA will assess the current life condition/expended, the remaining life expectancy, the fail-safety/fault-tolerance and provide analysis for the Government to determine actions required to meet extended life goals on procured aircraft. This effort will assemble and evaluate all available information on the MH-60S airframe, component and/or system, service usage, maintenance history and life projections. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Sikorsky has the proprietary technical data, experience, and equipment, to complete the effort within the required timeframe. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
