Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. The bids will be evaluated by price only. The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99. It is the contractor s responsibility to be familiar with applicable clauses and provisions. This requirement is a 100% SDVOSB set-aside. SDVOSB status must be verifiable in VetBiz (VIP). The associated North American Industrial Classification System (NAICS) code for this procurement is 238320, Painting and Wall Covering Contractors with a small business size standard of 87,157 employees. A site visit will be on August 23, 2018 at 09:00AM PST in Building 200 Rm 62 (see attached campus map). Request for Information (RFI) are due August 29, 2018 at 10:00AM PST. Questions concerning this solicitation shall be addressed in writing to Pastaveia.St.John@va.gov and karen.smith3@va.gov. No phone calls will be accepted. All quotes are due by 13:00 PM PST on Monday, September 10, 2018 via email only to the email addresses provided above. Description of Services Department of Veterans Affairs Network Contracting Office (NCO) 21 will be issuing an Invitation for Bid for Painting and Wall Covering Contractors. The project will be located at VA Northern California Healthcare System, 4150 Clement St San Francisco, CA 94121. The general intent for this project is to relocate electrical outlets and paint 36 exam rooms. The applicable North American Industry Classification System (NAICS) Code is 238320, Painting and Wall Covering Contractors, and the small business size standard is $15M. Project magnitude is between $100,000 and $250,000. The project will be located at VA San Francisco Health Care System at San Francisco, CA. The intention of this project will be to patch and paint 36 exam rooms (13,442 square feet), and refinish 53 wood doors and relocate electrical outlets and data ports in three specialty clinics. The scope will include providing all materials, labor and supervision needed to perform demolition, reconfiguration, replacement, installation and commissioning as required by this scope and the technical specifications. The duration of this project is 11 weeks (22 non-consecutive calendar days) after contract award. Patching, painting, and electrical work will occur on Thursday s and Friday s for each phase within a 6 a.m. 8 p.m. window, with painting to begin no earlier than 3 p.m. All work must be completed by 8 p.m. on Friday. Work will not be performed on federal holidays. The Government will award a firm fixed-priced contract to the responsible offeror who is the lowest priced and conforms to the solicitation. The Government intends to make an award based on the initial quotations.
