- KMPL Document ARQ PPQ PI Instructions to Offerors Clauses and Provisions SOW Cost and Pricing 1. Combined Synopsis/Solicitation to All Interested Parties: This is a combined synopsis/solicitation for commercial Research Support Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. a. The Federal Bureau of Investigation (FBI) is issuing request for quote (RFQ 15F06718Q0000125 Research Support Services for the High-Value Detainee Interrogation Group. This solicitation utilizes policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition. See Attachment 2 Statement of Work (SOW). b. The solicitation documents and incorporated provisions and clauses are those in effect through attachment 3. c. RFQ 15F06718Q0000125is issued on an unrestricted basis. The North American Industry Classification System code is 541720, Research and Development in the Social Sciences and Humanities with a small business size standard of $20,500,000. Requirements under this solicitation will be awarded pursuant to Federal Acquisition Regulation (FAR) 13.5 and other specific requirements as outlined in this RFQ with attachments. The Government anticipates awarding one, five-year (one-year base period and four one-year option periods) contract. The contract type will be time and material (T&M) CLIN for Research Support Services and Cost for Travel/Other Direct Cost (ODC). Each Offeror shall include a CAGE Code or DUNS number with its quote. 2. Description of the Requirement: a. The Contractor shall provide professional contract support services to the High-Value Detainee Interrogation Group (HIG). The Contractor shall not perform Inherently Governmental Functions (IGF) in accordance with the Office of Management and Budget, Office of Federal Procurement Policy, Policy Letter 11-01, Performance of Inherently Governmental and Critical Functions (Published in the Federal Register/Volume 76, No. 176/Monday, Sept 12, 2011/Notices) and the Federal Acquisition Regulation Sub Part 7.5. Whenever the Contractor is participating in a situation where it may be assumed that he or she is an FBI employee, the contract employee shall identify himself or herself as a Contractor. If during the course of work, any work appears to be an IGF, the Contractor will notify the Contracting Officer. b. The "Tasks" described in the SOW are the tasks as currently known. Due to the dynamic nature of the HIG mission, positions may need to be shifted organizationally with minimal notice in support of the new mission requirements. However, no changes will be made of the SOW without a formal bilateral contract modification. c. The Contractor shall provide a qualifications statement addressing Contractor's competence, pertinent education, and related experience. d. The Contractor shall employ in performance of the contract only personnel who meet or exceed the following experience requirements. e. All Contractor employees must hold a fully adjudicated, current Top Secret/SCI (Sensitive Compartmented Information) security clearance and possess a current Polygraph for SCI access. f. The Contractor shall perform these services in accordance with the terms and conditions of the resultant contract and all attachments thereto, as well as all federal, state, and local laws. See paragraph 8 Attachments. g. The scope of contractor services requires skilled and experienced personnel with specialized expertise and backgrounds in the following areas: Behavioral and Psychological Science Research and support o Principal Scientist o Research Analyst o Task Lead/Manager 3. Period of Performance/Ordering Period: a. Period of Performance: The total period of performance is five years (one-year base period and four one-year option periods) from the effective date of the resultant contract. 4. Commercial Clauses and Provisions: a. FAR 52.212-1 Instructions to Offerors - Commercial Items (Jan 2017): This provision has been tailored to this procurement and is incorporated in full text in Attachment 3 Additional Clauses and Provisions. All terms and conditions of FAR 52.212-1 remain in effect in addition to any addendum provided via an attachment to this solicitation. b. FAR 52.212-2 Evaluation - Commercial Items (Oct 2014): This provision has been tailored to this procurement and is incorporated in full text in Attachment 3 Clauses and Provisions. c. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2017) is incorporated by reference in Attachment 3 Clauses and Provisions; each offeror shall ensure this provision is updated at www.sam.gov. Failure to obtain SAM registration may result in submissions not being considered for award. Additionally, each Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision and include the completed provision in the pricing volume of its quote. d. The Clause at FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Jan 2017) is incorporated by reference in Attachment 3 Clauses and Provisions and has the same force and effect as if it were given in full text. e. The Clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items (Jan 2018) is incorporated in full text in Attachment 3 Clauses and Provisions. Additional clauses and provisions are found in the attachments. 5. Inquiries: All inquiries regarding this solicitation must be received in writing by 11:00 AM EST on Friday, Aug 24, 2018. 6. Responses: All responses to inquiries will be issued NLT 3:00 PM EST on Friday Aug 31, 2018. 7. Quote Submission: All quotes must be received by the Contract Specialist and the Contracting Officer no later than 3:00 PM EST on Friday, September 14, 2018 via the following email addresses: a.
