- Request for Information inquires on Agile Testing Tools Services. The United States Citizenship and Immigration Services (USCIS) intends to award an acquisition for Transformation Integration and Configuration Services (TICS) III within the next 12 months. The purpose of this acquisition is for the creation and maintenance of software testing tools in an Agile DevOps environment. The anticipated magnitude of this requirement is between $20,000,000 and $50,000,000 over a 2 1/2 year Period of Performance. The purpose of this Sources Sought/Request for Information Notice is to assist USCIS in identifying companies capable of providing third party Agile testing tools services on software being developed by USCIS software development contractors and obtain technical information to assist in developing the requirement documents. An acquisition strategy has not been established for these services. In addition to this notice, through market research USCIS will development its acquisition strategy by identify: 1) The market place for Agile Testing Services; 2) Participants in the market place; 3) The business size of companies providing the services; 4) The socioeconomic categories of small businesses in the market place; 5) Prevalent business practices for this type service; 6) Labor categories and pricing structure(s) utilized by this market segment; and 7) Any existing government contracts USCIS may leverage for these services. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential respondent's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the Government's eventual acquisition approach. Additionally, the Government will not provide reimbursement for any information submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Information gathered from the results of this RFI may be utilized for future technical and acquisition purposes. Vendors are encouraged periodically check the DHS Acquisition Planning and Forecast System (APFS) for updates on the TICS III acquisition strategy once it has been posted at https://apfs.dhs.gov/forecast. Prior to its posting on APFS, such information will not be shared publicly.
