- Request for Information on Black and White Production Printer Subject: Request for Information on Black and White Production Printer Issuance: August 20, 2018 Closing Date: August 28, 2018 Closing Time: 2:00 p.m. EST This is a Request for Information (RFI) as defined in FAR 15.201(e) to obtain information about capabilities and market information for planning purposes. Statement of Purpose The purpose of this RFI is to gather market research and information about vendor products with maintenance service level agreements, industry standards, and best practices for black and white production printing services market. Overview of the Office of the Clerk For more than 200 years, the Office of the Clerk has supported legislative functions of the U.S. House of Representatives – the “People’s House.” Over time, the duties of the Office have expanded to include disseminating organizational information and preserving the history of the House. The Clerk of the House manages a nonpartisan organization of nine divisions and about 200 full-time equivalent positions, including staff supporting the House Historian and the Chaplain of the House. With an enduring dedication to service, transparency, and accessibility, the Clerk’s Office is committed to supporting House Leadership, Members, Committees, Officers, and staff, and works to provide legislative and historical information to other governmental partners and the public. Under the Clerk of the House purview is the Legislative Resource Center (LRC). The LRC disseminates legislative information and House records to Congressional entities and the public. The Documents and Requisitions section within the LRC provides printing services to support the business needs of the U.S. House of Representatives. Printing services provided support the Immediate Office of the Clerk, House Leadership, Members, and House Committees. Other print jobs may include providing printing services to all Officers of the U.S. House of Representatives and other House administrative offices upon request. High Level Requirements The Office of the Clerk, LRC is looking to identify vendors who can provide a black-and-white printer with print quality and capabilities comparable and/or improved over the in service Canon (formerly Océ) VP6160, black-and-white production printer, purchased in fiscal year 2007. The Office of the Clerk, LRC provides on-demand printing services throughout the legislative session, before, during, and after normal business hours. These demands are met as a result of the current machine having high capacity paper storage. The VP6160 is used daily for high-volume jobs, such as House Committee hearings, bills, and reports. Currently, eighty percent of all printing requests are for high-volume, same-day turn-around jobs. The high-volume print jobs and lengthy black-and-white publications that require finishing features such as saddle stitch finishing or the addition of covers may bring the current VP6160, black-and-white production printer’s total printed pages to more than 100,000 per month. While the size, volume, and frequency of printing requests vary, the majority of all requests are time sensitive and require completion and delivery within a short time-frame. Request may vary and are not limited to booklets, which may require other finishing features such as stapling, trimming, inserting pre-printed material, or utilizing various grades and sizes of paper stock for each copy. Response to RFI Each vendor is expected to submit documentation that supports its experience and expertise in the high production printer area. Each vendor must accommodate the capability of twenty-four/seven maintenance service level agreement for the product(s) provided. Each vendor is to accommodate on-site product training. Each vendor responding should indicate whether the product(s) and/or service(s) are available on General Services Administration (GSA) schedule or open market. Responses must be submitted electronically via email to Teneisha.Thompson2@mail.house.gov. Include “RFI House of Reps/LRC” in the email subject line. No telephone responses will be accepted. This RFI will be open from the date of release through August 28, 2018 at 2:00 pm EST. This is not a request for proposal, therefore the U.S. House of Representatives / Office of the Clerk is not seeking cost proposals at this time. Issuance of this notice does not constitute an award commitment, nor does it commit the U.S. House of Representatives to pay for any costs incurred in the preparation of comments.
