- RFI A. This Request for Information (RFI) will be used to identify potential sources that are interested in and capable of performing the work described in the "Draft" Technical Specifications below. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for conducting market research, information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. B. The purpose of this RFI is to communicate and solicit feedback from industry on the "Draft" version of an upcoming overseas requirement to provide IT Equipment in support of the Cyber Crime Section of the Government of Costa Rica. The vendor shall furnish the proposed services in accordance with the conditions, requirements and specifications of the draft requirements or similar. The NAICS Code for this requirement is anticipated to be 334111 Electronic Computer Manufacturing. C. All responding contractors must possess vast experience in procuring and delivering requested items based on the criteria below, which for this requirement will be deployed overseas. Therefore, we are seeking responses to the following questions: 1. Is your company authorized to conduct business and provide services overseas? 2. Is your company partnered with an organization that is located in, or authorized to do business overseas? 3. Does your company or partnering company possess all of the licenses, visas, permits, certificates, insurance and registrations or other documents needed to conduct business overseas? D. If your firm is capable of providing the requirements described in this RFI, please provide a detailed Capability Statement to Jeffrey Lloyd via e-mail at LloydJD@state.gov by 11:00 AM, EST on Monday, 27 Auigust 2018. Please do not call the contracting office for information, calls will not be answered or returned. The Capability Statement must be limited to 5 or fewer pages in length and include general information and technical background describing your firm's experience in similar procurements. E. All responses are to include: 1. Company Information a. Company Name b. Address c. Point of Contact d. Telephone Number e. E-mail address 2. Commercial and Government Entity (CAGE) Code 3. Data Universal Numbering System (DUNS) Number 4. Primary NAICS Code 5. Business Size (i.e. Small Business, Other than Small)/Type 6. GSA Schedule Number, if applicable 7. Description of your company's resource capabilities in procuring the Brand Name or Equal items and providing the type of work specified in the Draft SOW. 8. Can your company provide ALL Equipment listed below? If not, which items can you provide? What can't you provide? 9. Describe any contracts completed for similar requirements. Please reference the contract number, period of performance, dollar value, and (if applicable) the Contracting Officer's name and contact information. 10. Please provide feedback and/or recommendations related to the technical specifications listed below. 11. Please provide any comments on the anticipated NAICS Code, or provide potential alternative NAICS Codes to satisfy the requirements. In order to participate in the resulting RFQ and to be eligible for an award, the proposer must have (i) a current CAGE Code, (ii) a DUNS#, (iii) be registered to do business with the Government of the United States in the System For Award Management (SAM) and (iv) not be on the Excluded Parties List. https://www.sam.gov
