- The Naval Special Warfare Command, Contracting Department, San Diego CA, 92155 intends to execute a 100% Small Business Set-Aside, single award, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a Combative Training Course of Instruction (COI). The Combative COI will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The vendor shall provide a Level I COI - Fundamentals of Combative Training and a Level II COI - Instructor Training. • Level I COI - Vendor shall teach basic combative/survival techniques for up to fifty (50) personnel per session. These survival tactics and principles shall be integrated into a comprehensive, operationally-minded mixed martial arts program. The training shall incorporate the tactical application of six (6) principles of unarmed combative: Brazilian Jiu-Jitsu, Wrestling, Boxing, Judo, Muay Thai, and Kali. The contractor shall maintain a ratio of one (1) instructor per ten (10) students (1:10) in the tactical application of the principles of unarmed combative. • Level II COI - The vendor shall provide an Instructor Course designed to help qualified NSW Combative instructors with tactics, techniques, procedures (TTPs) and instructional material needed to administer and facilitate training of other personnel. The instructor qualifications are as follows: • Contractor must be screened for physical and psychological suitability for this type of high-risk training. Proof of physical and psychological screening shall be in the form of written statement signed by a competent medically authority stating the individual is physically and mentally fit to conduct this type of training. • Contractor shall have prior experience in the development and delivery of a combative-skills course for Special Operations Forces (SOF). • Contractor shall provide instructors with a minimum of a black belt with 5 years of experience coaching and teaching the principles of one or more various unarmed combative disciplines (Jiu-Jitsu, Wrestling, Boxing, Judo, Muay Thai, and Kali). Collectively, the contractor team shall possess black belt qualifications across all combative disciplines. • The primary instructor shall have a minimum of 3 years of experience working with Special Operations Forces (SOF) and a minimum of 5 years of experience teaching beginner through advanced students. • Each additional instructor shall have at least 3 years of experience teaching/instructing in their respective discipline of the six principles of unarmed combative. Place of performance includes but is not limited to: San Diego, CA, Virginia Beach, VA., Pearl City, HI and Stennis, MS. The applicable North American Industry Classification System Code is 611620. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor, the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
