- Plans Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the construction/modification of the Bonneville's Washington Shore Fish Ladder located at the Bonneville Dam Project, Skamania County, WA. Project Scope: This project consists of the following: Background: This will be a Construction contract to install orifices in the remaining six orifices in the serpentine section of Bonneville's Washington Shore Fish Ladder. The contractor should cut holes in the concrete weirs and insert metal orifices into the cut. The existing orifice in weir one will be filled. Additionally the removal of existing video monitoring guides and knife gates, and filling of associated anchor holes. Options to be Included: The relocation of several refuge boxes. The purpose of this work is to improve lamprey passage through the fish ladder. Acquisition Strategy: The solicitation will be an Invitation for Bid (IFB). The lowest price and pricing factors only will be used to evaluate proposals. The Government will include options in the IFB which shall be priced. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $25,000 and $100,000. Set Asides and Codes: This is a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Standard size ($15M). The FSC is Y1KA. Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is on 20 August 2018. The bid opening is currently scheduled for 19 September 2018. Plans and Specifications: The posting of Plans and Specifications is in the Federal Business Opportunities website, https://www.fbo.gov/. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. Just as a word of warning, some vendors have found registering and re-registering in SAM is currently taking longer than in the past.
