- REFERENCE DOCUMENT NOAA SHIP PISCES (R-226)FY2019 5-YEAR REGULATORY DRYDOCK DETAIL SPECIFICATION OCTOBER 2018 The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydock and dockside repairs to NOAA ship PISCES. The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE WORK ITEMS DRY DOCK: General Requirements; Temporary Services; ABS Special Survey No. 1; Drydocking and Routine Drydock Work; Anode Renewals; Cathodic Protection System Inspection and Anode Replacements; Rudder and Tailshaft Removal and Inspection; Propulsion Shaft Thrust Bearing Inspection; Sea Valve Overhauls; Engine Room Preservation; Ground Tackle Inspection and Preservation; Underwater Hull Covering; Freeboard Coating; Superstructure Coating; MSD and Waste Water Tank Maintenance; Centerboard Overhaul; Port Hole Window Repairs; Bow Thruster Maintenance; Rescue Boat Davit Annual Inspection; Annual Fire Inspection; Annual Life Raft Inspection; OWS Maintenance and Inspection; and Dock and Sea Trials. OPTION - BASE WORK ITEMS DOCKSIDE: Hydraulic Hose Renewals; Main Switchboard Cleaning; HVAC House Duct Cleaning; Cable and Pipe Penetration Replacement; SSDG Maintenance and Generator Cleaning; Annual System Grooms (Teco, Rockwell, Kaeser); HVAC System Repairs; FO Transfer Pump Overhaul; Main Motor Lift Pump Replacement; Main Motor Air Cooler Replacement; Miscellaneous Repairs. OPTION - ADDITIONAL DRYDOCK WORK ITEMS: EM Speed Log Doppler (Electronics Item); Ship's Temperature Sensor Repair (Electronics Item); EK80 Upgrade, Option (Electronics Item); Transducer Survey; VSAT Safety Rails Installation; Main Seawater Cooling System Piping Ultrasonic Testing; Thrust Bearing RTD Installation; Deck Tile Replacement; HVAC System Repairs (Habitability). OPTION - ADDITIONAL DOCKSIDE WORK ITEMS: Overhaul FO Purifiers; SSDG Resilient Mount Replacement; Gage Calibration; TLI Calibration; SSDG Heat Exchanger Maintenance; Main Deck Door Repairs; 01 Level ISO Deck Socket Relocation; Hydraulic Unit Groom (Rapp); Exterior Steel Ladder Replacement; Anti-roll Tank MOV Replacement. The solicitation will include a liquidated damages clause. The performance period will be approximately 100 calendar days, with a start date on or about December 3, 2018 and a completion date on or about March 15, 2019. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is August 29, 2016, 9:00 a.m. (local time) on board NOAA Ship PISCES at 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Steve Spindler, on or before noon on August 28, 2018 at (251) 776-3099 or by Email at Stephen.Spindler@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A copy of the Specification and General Arrangements Drawing (SHEETS 1-6) is attached to this notice for reference for those planning to attend the ship check/ship inspection. The RFP will be issued on or about September 4, 2018 with proposals due on or about October 3, 2018. The anticipated award date is on or about November 03, 2018. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted).
