- SF1449 & Attachments RFP 91995918R0003 Background The National Assessment Governing Board (Governing Board or NAGB) is an independent, bipartisan organization that sets policy for the National Assessment of Educational Progress (NAEP), commonly known as The Nation's Report Card. The 26 members of the Governing Board include governors, state legislators, state and local school officials, educators, researchers, business representatives, and members of the general public. The Governing Board's policy roles align with the purpose of NAEP, which is to provide fair and accurate measurement of student academic achievement. Together, members of the Governing Board communicate NAEP results to the diverse audiences they represent. NAEP makes objective information on student performance available to policymakers and the public for the nation, states, and the 27 local school districts in the NAEP Trial Urban District Assessment. The Governing Board is committed to maintaining the integrity and independence of The Nation's Report Card as a trusted yardstick for U.S. student achievement. The Governing Board works closely with the National Center for Education Statistics, which administers NAEP. Since its creation by Congress in 1988, the Governing Board has overseen and set policy for NAEP by identifying subjects to be tested, determining and approving the assessment content, setting achievement levels for each assessment, improving the reporting of results, and planning and executing initial releases of NAEP Report Cards. Congress established the Governing Board to ensure that decisions on the content, standards, and reporting of NAEP are made independently of the U.S. Department of Education. More information on the Board's work can be found at www.nagb.gov. Statement of Need The Governing Board requires the services of a single contractor qualified to conduct a national search for the position of executive director. The executive director will bring depth and breadth to the position, including understanding of K-12 education systems, knowledge of large scale student assessments such as NAEP, and the ability to work with a range of stakeholders such as elected and appointed officials, professional organizations, interest groups, parents, and the general public. The contractor shall conduct a comprehensive search, using a variety of methods, that will include developing and presenting a plan of search strategies; using a variety of methods for the purpose of identifying highly qualified candidates; and scheduling in-person interviews to be conducted by the Governing Board's existing search committee. Clarification Questions The Department will accept clarification questions from potential offerors. Clarification questions must be submitted by Friday, August 24, 2018 at 2:00 p.m. ET. Please submit clarification questions via email only to munira.mwalimu@ed.gov and anthony.r.white@ed.gov. The Department does not guarantee that a response will be given to clarification questions submitted after the due date. Offerors will not receive a response until all questions have been received by the due date. All questions and answers will be posted at www.fbo.gov. It is the prospective offeror's responsibility to monitor this site. Instructions to Offerors Proposals submitted in response to this Request for Proposals shall be firm fixed price and must be submitted via email only to munira.mwalimu@ed.gov and anthony.r.white@ed.gov on or before the due date, which is Thursday, September 6, 2018 at 2:00 p.m. ET. Proposals shall be five (5) pages or less and in 12-point font, single-spaced. This requirement is set aside for small businesses under NAICS Code 561312 - Executive Search Services. The size standard is $27.5 million. This is a new requirement. There is no incumbent. Please see attachments for more details.
