- DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Alexandria VA Medical Center Bldg. 45, Community Living Center (CLC) CCTV The Alexandria VA Medical Center requires a new installation to the Video Assessment and Surveillance System (VASS) located at the Bldg. 45, Community Living Center at 2495 Shreveport Hwy 71 North, Pineville LA. This system is integral to the Domain Awareness System (DAS) as determined by Department of Homeland Security and VA Handbook 0730/4. A procurement for material and installation labor contract will be awarded for the required project. The contract will begin upon receipt of notice of award of contract. The following is a listing of the requirements for this project. 1. General -- The Contractor shall provide all supplies, materials, software, parts, equipment, labor, supervision, management and transportation to perform all tasks as identified below. All work is to be performed in accordance with the guidelines established by Federal, State and local ordinances, with the Manufacturer's Service Manual and Quality Control Manual, and with all terms, conditions, provisions, schedules and specifications provided herein. 2. Camera Installation -- The Contractor will provide and install the below listed equipment. Equipment must be compatible with the EXACQ Vision Police Camera System equipment currently being utilized at the Alexandria VAMC. Building 45 Provide and install two (2) Pelco S-P1220-ESR0-P 2 Megapixel Smoked Outdoor Dome & Day/Night Cameras, Spectra Series, PTZ or equal outdoor rated surveillance camera with 360-degree PTZ. These cameras will be mounted on the I-beam located on the front porch of the building. Conduit will be required for installation of these cameras. Provide and install thirty-eight (38) Axis P3225-LVE MKII network cameras or equivalent interior fixed dome day/night wide angle cameras. 3 of these cameras will be mounted on hard ceiling in lobby area, 35 will be mounted on drop ceilings in various locations as annotated on attached drawing. See drawing for locations. Record on shop drawings the IP address, MAC address, port ID at each camera location. Program as required. Provide and install required patch cables Provide and install 3 (24) Port Cisco Series 300 L3 network switches (POE) and (GBIT) capable. Two on first floor (RM. 183) and one on second floor (RM. 281). Extend the existing fiber network from data closet on first floor (rear exterior of Bldg.- Room 172) to accommodate three new switch additions required for this project. The fiber, installation and associated hardware is included in the scope of this project. Provide and install 2 new wall mount Lockable Rack Enclosures. Approximate dimensions (20 H X 22 W X 18 D). One in room 183 and one in room 281. Provide and install 2 Uninterrupted Power Supplies (UPS). Provide and install 2 PC workstations. 1 ea. At Nurse stations on first and second floors (Rooms 171 and 269). Camera Viewing Setup of Exacq Vision NVR Provide and install ExacqVision Z-Series 4 U recorder. Enterprise license for 50 cameras. 30 TB storage in police station server room. Recording calculations based on 1080P resolution, 7 FPS and, 50% per day of motion. A representative will coordinate the required view on each camera with the owner prior to project sign-off. The following camera settings will be adjusted to the above mentioned specifications prior to project sign-off: · Record Resolution · Record FPS · Compression · Recording Mode · Quality · Pre-Motion · Sensitivity · Video Mask · Crop Image A representative will record a screen shot of the final settings of each camera prior to project sign-off. Ancillary Contractor will provide 1-year warranty on all materials, 1 year remote technical assistance. Contractor will supply all software and hardware licensing. 4. Hours of Service All services/repairs will be performed during normal hours coverage unless requested or approved by using service POC. Federal Holidays observed by the VAMC are: New Year s Day Labor Day Martin Luther King Day Columbus Day Presidents Day Veterans Day Memorial Day Thanksgiving Day Independence Day Christmas Day 5. VA Provided Equipment/Services: The Alexandria VAMC will provide access to the required spaces. 6. Designation of Point of Contact (POC): At each VA Medical Center, a VA representative will be designated as the POC to represent the Contracting Officer in furnishing technical guidance and advice regarding the work being performed under this contract. The foregoing is not to be construed as authorization to interpret or furnish advice and information to the Contractor relative to the financial or legal aspects of the contract. Enforcement of these segments is vested in and is the responsibility of the Contracting Officer. 7. The VAHS s POC is Police Chief Christopher Begeal, Phone # 318-483-5043. For after normal business hours, please call the Police Dispatcher at 318-466-2771. 8. Responsibility of The Contractor -- The Contractor must obtain authorization from the Contracting Officer for any installation required outside the normal administrative working hours and will be invoiced separately. The approval of the Contracting Officer must be obtained before removing equipment to the Contractor's plant. No transportation charges will be allowed for either repair personnel or equipment to or from the Contractor's plant. The Contractor will be responsible for damage or loss of the equipment. 9. Technical Industry Standards -- The contractor certifies that all applicable supplies offered under this contract shall conform to all common industry standards. The Contractor for these supplies will meet any regulatory requirements.
