- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. The Bureau of Land Management, Utah State Office, Solid Minerals Office has a requirement for assistance on an administrative record for the Greens Hollow Coal Lease. The scope of work is to take the Greens Hollow coal administrative record for Lease issuance and segregate from the main administrative record the deliberative information and otherwise privileged information including attorney client privileged documents. The solicitation number is 140L5718R0011 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. The associated North American Industrial Classification System (NAICS) code for this procurement is 561410 with a small business size standard of $15.0M. This requirement is a Small Business set-aside and only qualified offerors may submit proposals. Work shall be completed within four months. The Government intends to make an award to the responsible offer whose quote represents the best value to the Government using the trade-off process.
