Description
Amendment 0002 to Cancel Solicitation Amendment 0002 to this solicitation cancels it in its entirety, without award. This is a Solicitation Notice for construction to rehabilitate the HVAC system at Center Hill Dam Powerhouse, near Lancaster, TN 38569. This procurement falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). MAGNITUDE OF THE PROJECT: Between $500,000 and $1,000,000. PROJECT SCOPE: The scope of the proposed project consists of construction activities to modernize all aspects of the current system, restore the existing HVAC capacity and its ability to self-regulate. The system must have the ability to divert 27,000 CFM airflow to support naturally aspiring aeration systems in the turbine-generators used to oxygenate the discharge water. The scope of the work will include nine (9) option line items, the Government will evaluate offers for award by adding the total price for all options to the total price for the basic requirement. Work includes the following: * Provide a Direct Digital Control (DDC) system to take inputs from sensors and regulate fan speeds and damper positions to provide the needed air for the aeration systems and to maintain building at designated set points for temperature and pressure. * Perform asbestos abatement on the ductwork for two supply fans in the attic, AC 1 and 2, as well as any asbestos insulated wiring in the Ventilation Control Center (VCC). * Perform lead paint abatement on fan housings and ductwork disturbed during this project. * Clean all louvers, ductwork, fans, and registers. * Replace all fan system pulleys, belts, bearings, and flexible connections. * Replace existing electric duct heaters and install a new heater with required connections in a duct length to be modified. * Add a water cooled condenser to the power cable tunnel with associated plumbing. * Install an external Variable Refrigerant Flow (VRF) unit outside the structure at a higher elevation serving 6 air handler units to be installed on a common lower elevation. * Rewind existing electric fan motors and install new sealed bearings. * Install new variable frequency drives on all but 2 of the supply fans and all of the exhaust fans. * Modify existing duct work with control dampers. * Install temperature and pressure sensors outside the structure, in the generator room, and on the turbine level. * Replace-in-kind the four 19,200cfm axial exhaust fans in the attic. * Testing, Adjusting, Balancing (TAB) on the complete ventilation system. * Provide training to Government Personnel on the DDC and ventilation systems. PRE-BID SITE VISIT: An organized site visit has been scheduled to occur during the solicitation period. Offerors should inspect the job site prior to submitting a bid. Offerors should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or employees, unless included in the solicitation, the specifications or related documents. An organized site visit is scheduled for 12 July 2018, 11:00 AM local time (Central Time Zone) Participants will meet at: Center Hill Powerhouse, 270 Lancaster Rd, Lancaster, TN 38569. Registration and background checks will be required for the site visit. See site visit request forms attached to this notice. Forms must be submitted before 9 July 2018, 11:00 AM Central to Fannie Robertson via email, at Fannie.M.Robertson@usace.army.mil. Further details are provided in the solicitation document. This will be the only guided site visit for this project. If you miss the scheduled site visit, no other arrangements will be made due to personnel and time restrictions. All participants in the site visit are required to have personal safety equipment consisting of hard hat and safety shoes.
