Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1)( i ), with Northwest Straits Initiative 10441 Bayview-Edison Road, Mount Vernon, WA 98273 for scientific support services to remove derelict shrimp pots and conserving Endangered Species Act - listed rockfish population and restoring critical habitat in Puget Sound. The sole source determination is based on NOAA's Office of Oceanic and Atmospheric Research (OAR), National Marine Fisheries Service (NMFS) has a requirement to remove derelict shrimp pots and assess rockfish bycatch. The Northwest Straits Foundation (NWSF) is a non-profit organization established in 2002 to support the scientific, restoration, and education projects and programs of the Northwest Straits Marine Conservation Initiative. The NWSF manages derelict gear removal in Puget Sound and have the unique experience with removing derelict gear in the Puget Sound region by remotely operated vehicle (ROV) at a depth between 200-500 feet. The NWSF is the only entity to have access to conduct side-scan sonar surveys for derelict shrimp pots in Puget Sound. No other entities have been found that have the technical capabilities to conduct removal of deepwater shrimp pots at depth of 200 to 500 feet or employed side-scan sonar surveys to detect shrimp pots. Period of performance is September 01, 2018 through August 31, 2020. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
