Description
The Department of the Air Force, Air Education and Training Command (AETC) is requesting information seeking the capability of contractors qualified to provide non-personal services for the Kingdom of Saudi Arabia, Royal Saudi Air Force (RSAF) F-15 SA program. This requirement includes F-15SA aircraft program management, courseware development, and training of personnel for the Foreign Military Sales aircraft procured for the Kingdom of Saudi Arabia, Royal Saudi Air Force (RSAF). Interested parties are instructed to submit capability packages to this Request for Information (RFI) no later than June 12th 2018 noon CST. If any proposal pages contain proprietary information such information must be identified. Point of contact is JT Ocampo, Contract Specialist, e-mail: joseph.ocampo.3@us.af.mil Flight Instructor Training (pilot and weapons systems officers) management includes academic, simulator, and flight training for DoD, Saudi, and contractor aircrew supporting the F-15SA program at multiple CONUS and OCONUS locations. F-15SA Courseware Development/Sustainment includes F-15SA technical data specific courseware with platform instructional curriculum and curriculum that integrates with, or is comprised by, aircraft simulator training profiles. The specific courses requirement courseware and syllabi include: (a) F-15SA IN-FTU Instructor Upgrade Course; (b) F-15SA TX-Courses to convert RSAF aircrew from various fighter backgrounds; (c) F-15SA MQT-Mission Qualification course taught at RSAF operational bases/units; and (d) F-15SA B-Course-Basic course for initial qualification aircrew. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify potential sources and commercial practices in support of the Government’s RFI. The information will be used in conducting market research to locate qualified, experienced and interested potential sources. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees’ regarding this RFI is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code in 611512, Flight Training and the small business size standard is $27.5M. If your firm is capable of providing the RFI described above, please provide a Capability Statement electronically to JT Ocampo at joseph.ocampo.3@us.af.mil or Gerardo Martinez at gerardo.martinez@us.af.mil no later than 1200 CST on 13 Jun 18. The Capability Statement should include general information and technical background describing your firm's experience in FMS contracts requiring similar courseware development/training/management efforts. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. At a minimum the following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Business type (large business, small business status -- ( small disadvantaged business (SDB), 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business); (4) Indicate if your role in the performance of the consolidated RFI would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor", indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" please provide brief information you feel would indicate your capability to mobilize, manage, and finance a service contract such as this; (7) If you indicated your roll will be a "Subcontractor", please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code (s) your company usually performs under for Government contracts; (11) Provide estimated small business subcontracting goals and rationale. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice. (12) Provide a plan to recruit, hire and provide trained F-15 variant and or high performance aircraft (i.e. F-16, F-18, F-35, etc.) pilot and weapons system officers within two years of separation/retirement. (13) Provide a plan to get F-15 variant and or high performance aircraft (i.e. F-16, F-18, F-35, etc.) pilot and weapons system officers qualified in the F-15 variant so aircrew arrive current in that F-15 variant. The USG will require responses to the additional questions added by noon CST on 24 August 2018. Recommendations to maximize the efficiency and effectiveness of the anticipated solicitation and resulting contract, to include effective assessment methods, techniques, and best commercial practices in performance of the RFI as outlined above, are welcome. Any questions regarding this posting must be submitted by noon CST on 6 Jun 2018 in order to allow answers to questions to be publicly posted before the required response date of 12 Jun 18. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion.
