Description
Background Portland District, U.S. Army Corps of Engineers is designing a downstream fish passage facility at Cougar Dam in Oregon. Juvenile fish will be collected in the facility (which will float adjacent to an existing water temperature control tower) and will be held temporarily in 750-gallon (approximately 5 ft by 5 ft by 4 ft in size) and 250-gallon pods. Every day the pods will be placed from the floating facility onto Amphibious Vehicles (AVs). Each AV will be able to hold one 750-gallon and one 250-gallon pod, one in front of the other along the long axis of the AV. The AVs will access the floating facility by driving down a gravel access road on the upstream side of the rockfill dam, out into the reservoir, and across to the floating facility. At the facility, the AVs will pull into slips underneath a monorail. The pods will be lowered onto the AVs from the monorail. With the pods secured, the AVs will then travel back across the reservoir, up the dam access road, and down to a fish release site below the dam. In addition to fish transport, the AVs will be used for crew access to and from the floating facility. Portland District would like to conduct market research with manufacturers of AVs. Please provide information related to the following questions. Portland District staff are available-by coordination with Contracting-for one-on-one conversations (via teleconference or in person) about the questions. Environmental: • How are AVs built to prevent the release of oil, grease, etc. into the water? • What kind of fuel do AVs use, and how is it stored? Maintenance: • What standard maintenance (including frequency) is required for AVs? • Are there any seasonal increases in maintenance? • What replacement parts are obtained off-the-shelf versus from the manufacturer? Operations: • What range of environmental conditions (e.g. waves, currents, snow and ice, and lighting) can AVs operate within? • Please describe the maneuverability of AVs in water (e.g. turning radius). • What are the maximum speeds of AVs on land and in water? • What is the range of grades (i.e. slopes) on which the AV can operate, and at what speeds? • Are your AVs street-legal? Do they require any special permitting to operate on roads? • What are the arrangements for crew seating? "Payloads": • What range of payloads-in terms of size and weight-can AVs carry? • Can AVs carry a liquid payload? • Can the AV be manufactured with a dry sump to lower the center of gravity of the payload? Stability: • What type of stability criteria (e.g. ABS, USCG) are applied during design to ensure safe operation of the craft? Launching and landing conditions: • What are typical conditions (e.g. surfaces and grades) at AV launching and landing zones? • Please describe the transition from water to land, and vice versa. What are the operational steps (e.g. stowing the wheels, closing hatches, propulsion) in the transitions? Similar AVs in use: • Based on the background description above, are there similar AVs currently in use? May we contact the owners? Warranties: • What kind of warranties do you provide?
