SOURCES SOUGHT QUESTIONS T h is is a Sources Sought/Request for Information (RFI) and capability assessment for Electric Utility S e r v ice at JBER Richardson (JBER-R), Alaska. The purpose of this survey is to access the level of interest of any qualified providers of the required services and their capability of providing electricity for JBER-R. T here is no solicitation available. Request for a solicitation will not receive a response. This RFI is published for market research purposes. This market research will help determine if this may be a competitive acquisition, or if a set-aside for any small business program is appropriate (Small Business, 8(a), HUB-Zone, Service-Disabled Veteran Owned (SDVO), Economically Disadvantaged Women Owned (EDWO) small businesses). Currently, the t o t a l e s timat e d a n nua l v o lume is 32,188,905 k W h (kilo-Watt-hours from 1 October to 30 September). Elec t r i city s ha ll b e c on t i nu o u sly a v a i la b le to t h e G o v e rn m e n t Facil i ty. The Current general power requirements and conditions at JBER-R: ML&P's Sub 12/FDR 2130 - 35 kV line capable of all power needs for Richardson. ML&P's Sub 20/FDR 5 - 12.5 kV line capable of 8 MW max. Doyon Utilities D Street Substation has 3 Diesel generators with 9.0 MW max/7.5 MW sustained with 72 hours fuel capacity, for backup emergency generation. Doyon Utilities LFG Power Plant has 5 generators capable of 7 MW generation on methane and/or natural gas and is capable of providing 75 percent of the estimated annual consumption. ML&P's Sub 20/FDR 2 - 12.5 kV line capable of 8 MW max is unconnected and waiting on ML&P/Doyon SCADA coordination for reconnection. Peak Demand is about 13MW in the winter and 9MW in the summer Continuous Load averages 10MW in the winter and 6MW in the summer. Nine Circuits 12470/7200 volts, multi-point grounded wire Doyon Utilities owned distribution system. Two circuits @ 12470/7200 volts, multi-point grounded wire originating at ML&P Sub 20. 3 phase, 4 wire, 60 cycle and alternating current at 34.5 and 12.5 KV. ALL INQUIRIES AND/OR RESPONSES ARE DUE NO LATER THAN 2 PM, AK TIME, ON 31 AUGUST 2018.
