- Description
- The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for the purchase of a Voice Over Internet Protocol (VOIP) phone system and related installation. The new phone system will be required throughout Huntington Ingalls Industries­ Pascagoula Shipyard (Ingalls) facilities to support SSGC's new and existing needs. It was determined the Navy's existing legacy phone system was no longer compatible with Ingalls secure network following the NMCI conversion. Requirements specify the contractor to provide labor to install and configure phones including wiring, electrical assistance, provide detailed configuration assistance after setup, and provide escort and transportation in accordance with the provided statement of work. The place of performance will be Pascagoula, MS. A complete transition to VOIP is projected to start in September 2018 with an expected duration through approximately December 2018. These requirements will be procured as a new contract issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39568. The work to be performed under this contract requires detailed knowledge of the spaces located within Ingalls and access their secure network, therefore Ingalls has the unique knowledge and expertise, including detailed knowledge of the spaces containing the communications rooms in both the administrative building and the shipyard. The Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for specified material and required infrastructure upgrades for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation prior to expiration of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
