Description

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to complete a sole source award for a 12 month base and (4) annual option years to obtain the space, resources and services necessary to create a VA New England Healthcare Advertising and Marketing Campaign during Boston Celtics Games broadcasted over Comcast NBC New England Sports Network. Comcast Sportsnet New England, LLC is the only company that owns and operates the Boston Celtics and NBC Sports broadcasting that are geographically located in our targeted market of New England. The VA Outreach office will be responsible for any design and creative content that is for advertising and marketing material. Since the intent is to procure these services on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 515120. The FSC/PSC is R701. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
